Description
The Department of Homeland Security, National Protection and Programs Directorate (NPPD), Federal Protective Service (DHS/NPPD/FPS) is seeking domestic sources, either manufacturers or retailers of American made Mountain Bicycles. The government plans to purchase thirty (30) mountain type bikes within the next sixty days, fully assembled, to be shipped to Federal Protective Service in Washington, DC. The bicycles need to be outfitted for Federal Police and are required to be fully equipped with a disk rack, trunk bag, lighting system, sticker kits and Police Helmets. The bicycles will vary in size from 18 inch to 22 inch and exact sizes will be provided at time of procurement. Bicycles must be durable and able to sustain an urban environment. The bicycles are subject to the Buy American Act which restricts the purchase of supplies that are not domestic end products. In accordance with Federal Acquisition Regulation (FAR) Part 25.1 "Buy American Act - Supplies, this Act applies to supplies acquired for use in the United States, including supplies acquired under contracts set aside for small business concerns. The Act restricts the purchase of supplies that are not domestic end products. For manufactured end products, the Buy American Act uses a two part test to define a domestic end product. (1) The article must be manufactured in the United States; and (2) The cost of domestic components must exceed 50 percent of the cost of all the components (3) The Buy American Act applies to small business set asides. Vendors will be required to certify that the product they are offering for sale to the United States Government is American made. Be Advised: This is not a Request for Quotation but a Sources Sought Notice. Depending on the responses received, a separate Request for Quotation may be provided to eligible vendors. At time of award, the contractor must be registered in the Central Contractor Registration (CCR) website at www.ccr.gov.
