Description
This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 611430, with a small business size standard not to exceed $7,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 611430? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organizations ability to perform as a prime contractor the work described in the draft PWS (below). Index your firms capabilities to the tasks in the draft PWS so that your firms capabilities can be readily assessed. This is not request for proposal and in no way obligates the Government to award any contract. DRAFT: Performance Work Statement Brigade Executive Education Program - Leader Assessment Provide Brigade Command selects and Brigade Level Command Sergeants Major with a 360 degree assessment, counseling, and the educational grounding to use this information. 1.General 1.1.Background: The Brigade Executive Education Program (BEEP) is being designed to give leaders at the brigade level the education and background required to be effective at that level and higher. The course will consist of an individual leader competency and assessment program, and a program that encompasses senior leader competencies as defined in the 2004 Strategic Leadership Primer. 1.2.Scope. The contractor will conduct a pilot program for three iterations of the course for up to 12 students per iteration. Once the program has been approved, the course will be conducted 12 times per year with up to 30 students per class. 2.Definitions and References: 2.1.Definitions 2.1.1.School for Command Preparation SCP 2.2.References 2.2.1.Army Leader Development Strategy 2010. 2.2.2.AR 350-1, Army Training 2.2.3.FM 3-0 2.2.4.Strategic Leader Primer 2004 3.Special Requirements: 3.1.Contractor will possess appropriate presentation skills, to include the ability to analyze the audience; prepare presentation script and audio-visual support materials; and clear and precise oral communication. 3.2.Contractor is required to be at the training location at least 30 minutes prior to the first session, and stay until the completion of the daily training activities. 4.Specific Tasks 4.1.Conduct a 360 degree assessment for each student. 4.1.1.Condition: Given a list of students and their contact information the contractor will contact each student in order to obtain the information and points of contact required in order to create the 360 degree assessment. 4.1.2.Deliverable: Each student receives a minimum 55 minute face-to-face session with a coach to go over their 360 degree assessment and create/refine a personal action plan to address any issues/shortfalls. 4.2. Leadership growth seminar 4.2.1.Contractor will develop and instruct a 1.5 day seminar that covers the following material: 4.2.1.1.Life cycle model for leadership growth. 4.2.1.2.Understanding of individual interpersonal style and impact of style on others/organizations. 4.2.1.3.Ethical leadership and the impact of ethical behavior on organizations. 4.2.1.4.Building a set of personal leadership behaviors that support the individuals and Army institutional values. 4.2.2.Deliverable: A 1.5 day seminar that covers the items listed in paragraph 4.2.1 and sets the intellectual foundation for the 360 degree assessment coaching sessions. 4.3. Follow-up counseling session 4.3.1.The counselor that provided the individual 360 degree feedback will contact the student telephonically between four and six weeks after the seminar. The call will be to check the individuals progress and provide additional counseling. 4.3.2.Deliverable: A telephonic contact with each student that may last up to 45 minutes. Counselor will inquire on how the student feels they are following the action plan, and provide additional feedback/counsel as required. 4.4.Material revision 4.4.1.Students will provide formal feedback to the government. Shortcomings in material that are detected as part of the feedback will be provided by the government to the contractor within 1 week of the class ending. Contractor will have until the next class iteration to address the shortcoming(s) and incorporate changes into the instruction. 4.4.2.Deliverable: Updated instructional material that addresses identified shortcomings. 4.5.Acceptance of Deliverables 4.5.1.Lectures and presentations will be observed by the COR and receive critiques from the students. Critiques will be consolidated by the government and provided to the Contractor no later than one week after a course ends. Any deficiencies noted by the COR or highlighted by the student critiques must be corrected by the next class date. If the same discrepancy is noted two times the contractor will have to deliver a practice presentation to the COR the week prior to the third class. 4.5.2.Facilitated/moderated sessions will be monitored by the COR. Student critiques and COR observations will be provided to the contractor no later than one week after a course ends. Any deficiencies noted by the COR or highlighted by the student critiques must be corrected by the next class date. 5.Other Requirements 5.1.Location: Fort Leavenworth, KS 5.2.Travel: There are no travel requirements. Travel expenses will not be reimbursed. 5.3.Government Facilities and Equipment 5.3.1.The government will provide: oWorkstations oTelephones oUse of the Local Area Network oADP equipment, software, and maintenance oAccess to printers, copiers and fax machines oUtilities and appropriate mail and telephone service for official use oInternet service oOffice supplies 5.3.2.The government shall provide all necessary software licenses 5.3.3.The government will provide contractor access to all necessary documents and personnel within Training and Doctrine Command (TRADOC), the Combines Arms Center (CAC), and CAC major institutions necessary to perform the work specified in this PWS. 5.4.The contractor shall immediately notify the COR of any circumstances that may cause delays in the performance of any requirement specified in the PWS. 5.5.Period of Performance: 5.5.1.The initial period of performance is three months to conduct the pilot course. 5.5.2.The first option will conclude the fiscal year. 5.5.3.Each option thereafter will be for 1 year.
