- RECOVERY - The National Institute of Standards and Technology seeks information on commercial vendors that are capable of providing several ultrahigh-resolution instruments based on a laser-assisted three-dimensional atom probe with sufficient field of view to permit the sampling of nanometer-scale features and the microstructural context of these features in a compositionally heterogeneous specimen. The atom probes shall be capable of accurate tomographic imaging, mass spectrometry, dimensional and elemental compositional characterization, and isotopic analysis of a wide variety of thermally and electrically conductive and non-conductive samples. These instruments must provide detailed and 3D images composed of the 3D coordinates and atomic mass-to-charge ratio (m/z) of millions of atoms within a time period of 1 hour. The atom probes shall be installed at both the Gaithersburg, MD and Boulder, CO campuses of NIST. After results of this market research are obtained and analyzed and specifications are developed for systems that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that results will be conducted as a small business set-aside. This contemplated procurement is anticipated to utilize the American Recovery and Reinvestment Act (ARRA) funding if it is determined that responsible sources can satisfy the requirement. NIST has a need for, commercially available or commercial with modifications customarily available in the commercial market place, Atom Probes that would meet the following minimum needs: Hardware specifications: 1. Give near atomic level resolution images in 3D of all elements and isotopes from H through U; 1 to 300 AMU and 0 - 300 m/z or greater. 2. The instrument shall analyze cylinder shaped volumes greater than 100 nm in diameter and a depth of at least 200 nm on appropriate specimens and yield a 3D visualization of atom placement and chemical and isotopic composition with near atomic spatial resolution in this whole volume 3. The system shall detect and map in 3D at least 1/3 of the atoms present in the specimen 4. The yield of detected atoms shall be indicative of the chemical composition of the specimen 5. The instrument shall be able to analyze thermally and electrically conducting, semiconducting and insulating specimens Performance Specifications: 1. Flexibility and ease of use of software in exporting mass spectra data to other software applications 2. Flexibility and ease of use of software in exporting 3D atom reconstruction data to other software applications 3. Acceptable combination of field of view, spatial resolution, mass spectral resolution and ion detection efficiency 4. Ease of possible future installation of ancillary equipment Questions for Industry: 1. Request description of standard industry norms for this type of equipment to include base warranties/service agreements/software licenses and options for warranties/service agreements/software licenses, special shipping/packaging requirements 2. Describe basic purchase package to include on-site training, documentation deliverables such as training materials and inspection checklists, installation/setup, additional components, ancillary equipment, spares and tools 3. Describe optional items available for purchase such as annual consumables, spares, tools, additional components, ancillary equipment, software licenses, telephone support etc... 4. Are product revisions/modifications of the instrumentation currently sold by the Vendor necessary to meet Government specifications necessary? NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. All vendors are encouraged to respond to this notice; however, vendors who do not respond shall not be precluded from responding to any subsequent competitive request for quotation.
