Description
The National Capital Region Contracting Center (NCRCC), Information Technology, E-Commerce and Commercial Contracting Center-West (ITEC4-W) requires non-personal Information Technology (IT) services for classified, and unclassified systems for the U.S. Army Network Enterprise Technology Command/9th Signal Command (Army) (NETCOM/9th SC(A)), 4th Signal Center (Theater), Pacific-Theater Network Operations and Security Center (PAC-TNOSC) mission and its supported customers 24 hours a day, 7 days a week, including federal holidays. IT support will consist of installing, operating, administering, and maintaining various network management and security monitoring systems, operating systems and network application systems installed in the PAC-TNOSC or maintained by the PAC-TNOSC at various sites throughout the U.S. Army Pacifics Area of Responsibility (AOR), known as the Pacific LandWarNet (PLWN). The contractor shall provide IT support to the PAC-TNOSC encompassing four areas of IT services, as follows: Network Services; Computing Services; Enterprise Management Services; and Internal Services. These services comprise requirements for network operations, systems operations, security management, process management, and service support for both Unclassified but Sensitive Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) environments. The primary place of performance is Fort Shafter, Hawaii with off-site and remote assistance for systems maintained by the PAC-TNOSC at various sites. The government contemplates the award of an Indefinite Delivery - Indefinite Quantity (IDIQ) contract for a base year plus two option years. The anticipated period of performance is for a 1-month Phase-In Period, an 11-month Base Period, and two 1-year Option Periods. Estimated yearly labor hours are 88,320. The solicitation will be issued as an unrestricted procurement. However, a small business subcontracting plan will be required by large businesses and a small business participation plan will be required for all offerors. The NAICS Code is 541513 (Computer Facilities Management Services) and the size standard is $25M in annual receipts. This procurement is for the re-solicitation of services currently being performed under contract W91RUS-09-C-0043, a bridge contract awarded to Ventura Technology Enterprises, LTD. The anticipated release date of the Request for Proposal is o/a November 23, 2009.
