Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000 intends to solicit, negotiate, and award a sole source contract to St. Marks Powder, P.O. Box 222 St. Marks, FL 32355, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii). The anticipated effort is for Spheroidal Propellant (WC864) fabrication for igniters to support manufacture of M231/M232A1 propelling charges. The anticipated effort would cover one (1) base year of propellant ranging from approximately 50,000 to 95,000 pounds with a potential for four (4) additional options ranging from 50,000 to 97,000 pounds per option. This effort would be in support of MACS (Modular Artillery Charge System) LAP (Load, Assemble, and Pack) operations. The 155mm M231/M232 series propelling charges, know as MACS, consist of two (2) different propelling charges designed and developed at Picatinny Arsenal, that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232 series charges are used at progressively higher zones as required. The MACS and their components are on the Militarily Critical Technologies List (MCTL), Aug. 1996. Therefore, the MACS TDP is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751, ET SEQ) and is subject to DoD Directives 5230.24 and 5230.25. Point of contact for this requirement is Matthew Guilday, CCJM-CA bldg. 9, Picatinny Arsenal, NJ 07806-5000. Email: matthew.guilday@us.army.mil.
