Description
Notice of intent to award a sole source contract under the authority of FAR 6.302-1. The Defense Threat Reduction Agency (DTRA) intends to award a sole source contract to Galisteo Consulting Group Incorporated, Albuquerque, New Mexico to conduct a follow-on study, grounded in a social sciences perspective, to explore methods and means to assess the "goodness" of computational social models and the limits and potentials of applying these methods and means in national security environments. The Galisteo Consulting Group's September 2008 study on the limits and potentials of computational social modeling will serve as the foundation from which to build. The objective of the study is to consider the limits, potentials, and best practices for those who fund and/or use computational social models in national security communities to assess the "goodness" of the models. Based on prior experience and a previous DTRA study in this area, Galisteo Consulting Group Incorporated will apply the required expert level social sciences-based integrated knowledge of computational social science models (to include their underlying qualitative social science theoretical bases); knowledge of national security decision making environments and how computational social models are currently used and assessed; and a demonstrated understanding of the issues surrounding the assessment of these models to meet the objective. The primary purpose of the effort is to objectively assist DTRA and others within the U.S. defense community in making informed decisions about future paths in investing additional resources into funding computational social science model development and/or using them to support decisions through a focused analysis of means and challenges to determine the "goodness" of a model. The delivery date is 18 months from the award of contract. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
