- USCGC HATCHET (WLIC75309) SOS (Supplies/Services and Prices) USCGC HATCHET (WLIC75309) Specification Revision 3 USCGC HATCHET (WLIC75309) SOLICITATION PACKAGE The United States Coast Guard Surface Forces Logistics Center intends to issue a Commercial Request for Quote (RFQ) for the drydock and repairs to the USCGC HATCHET (WLIC-75309) a 75 Foot Construction Bouy Tender. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement will be a Total Small Business Set-aside. All responsible small businesses may submit an offer, which shall be considered by the U.S. Coast Guard. The small business size standard for NAICS 336611 is less than 1,000 employees. The solicitation will be issued electronically as a Best Value Request for Quote (RFQ) on the Federal Business Opportunities (FedBizOpps) web page at http://www.fbo.gov on or about November 5, 2009 with quotes due on or about December 4, 2009. This commercial item requirement is set-aside for all small business concerns and will be evaluated whereas Past Performance is significantly more important than Price. The USCGC HATCHET’s homeport is Galveston, TX. The place of performance will be at the contractor’s facility. The performance period is ONE HUNDRED THIRTY-EIGHT (138) calendar days and is expected to begin on or about January 18, 2010. All work will be performed at the contractor’s facility. This vessel is geographically restricted to 400 Nautical Miles from the cutters homeport of Galveston, TX. The performance period will be ONE HUNDRED THIRTY-EIGHT (138) calendar days with a start date of 18 January through 4 June 2010. The contractor shall provide all labor, material and equipment necessary to dry dock and repair the USCGC HATCHET (WLIC-75309). The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC HATCHET (WLIC-75309), 75 Foot Construction Bouy Tender. This work will include, but is not limited to: 1. Perform Ultrasonic Thickness Measurements – Underwater Hull Plating – Tender 2. Perform Ultrasonic Thickness Measurements – Underwater Hull Plating - Barge 3. Clean and Inspect Fuel Stowage and Overflow Tanks 4. Clean and Disinfect Potable Water Tanks 5. Clean and Inspect Sewage Collection and Holding Tanks 6. Renew Depth Indicating Transducer(s) 7. Renew Sea Valves 8. Renew Firemain Valves 9. Renew Bilge Valves 10. Clean and Inspect Sea Strainers - Barge 11. Clean and Inspect Sea Strainers - Tender 12. Inspect and Test Air Receivers 13. Protect Hydraulic ATON Crane 14. Preserve Spud Well Surfaces 15. Preserve and Disinfect Potable Water Tanks - Partial 16. Preserve and Disinfect Potable Water Tanks - 100% 17. Preserve Underwater Body (Barge) – “100%” 18. Preserve Underwater Body – “100%” 19. Perform Warping Capstan Level 2 Inspection All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
