- Sources Sought/Market Survey Notification The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Clinical Center at the National Institutes of Health has a requirement for the acquisition of System Administration Services to help install the equipment necessary to create a Clinical Data Mart. The Data Mart will create a system redundancy that will enable the Critical Clinical Systems to be bought back in line within 24 hours or less. The applicable North American Industrial Classification System (NAICS) code is 541511 and the small business size standard is $25 million dollars. The purpose of this work is the continuing development, implementation and maintenance of the Patient Recruitment and Public Liaison (PRPL), Data Mart Hospital Services and Data Transformation Initiative (DTI) applications to support the Department of Clinical Research Informatics (DCRI) operation and user support mission. These requirements include but are not limited to requirements, documentation, application and database development, system implementation and maintenance. In order to provide data to the Institutes from the CRIS there is a need to create a Clinical data Mart. The CRIS Data Mart will contain the data from the current MIS Data Mart as well as the new data from the CRIS electronic health records. A backup of the CRIS transactional data base is done each night and the plan is to restore a copy of this backup for use with the CRIS Data Mart. The PRPL Office has two PowerBuilder applications that are currently being updated and converted to a web application. The Volunteer Payment portion of the application has been converted and is in production. The Protocol, Recruitment and Contact Management Modules still need to be completed. The Data Transformation Initiative is a Clinical Center project to improve the automation and access to departmental data in order to improve the accuracy of protocol resource utilization and implement industry standard coding to support revenue generation. The Hospital Services application was developed six years ago and provides NIH staff a means of ordering hospital supplies, PET products and pharmacy floor stock. This production application requires additional modules and occasional modifications and maintenance. Specifically the Contractor will provide services to develop, customize, convert, enhance and maintain the following applications; PRPL Application Contractor shall complete the outstanding change request in the Volunteer Payment Module. Contractor shall complete the requirements, development and implementation of the Protocol Management, Recruitment Management and Advertising Modules. CRIS Data Mart The Contractor is to continue the development of an interactive, data driven query tool (Wizard) and work with various end users to set up queries and data extensions. DTI The Contractor shall develop procedures and scripts to capture data from various Clinical Center sources and load it into databases that feed the Executive Information System (EIS). Hospital Services The Contractor shall continue to provide maintenance and minor modifications to the existing Hospital Services application. The Contractor shall gather requirements and develop a Department of Transfusion Medicine (DTM) online catalog that provides a mechanism to order blood products. The contractor providing the services must have the requisite experience in developing and maintaining the requirements set forth above as well as developing the requisite protocols required. The capability statement shall address all the items referenced above as well as providing the following; Technical Experience - The vendor must demonstrate experience with the CRIS/SCM data model and HL7 messages, the Java based Google Web Toolkit, Lucene Search Engine, Hibernate and J Boss. Provide samples that demonstrate your ability in the development and maintenance of the systems and protocols outlined above. References - The capability statement shall present a listing of at least five present clients. The list should be of accounts which are as similar as possible to the National Institutes of Health Clinical Center.. The name, address, contact telephone number and the contact person must be stated for the five required references. Personnel/Training - The capability statement should clearly demonstrate that the firm has qualified personnel (especially onsite management personnel-frontline managers) who would be available for assignment to this project and possess the requisite experience/training, etc. to effectively manage this type of project. Transition Plan -The vendors must provide a complete description of the transition plan that would be utilized to ensure that there is no lapse or interruption in services currently being provided to the Clinical Center. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
