Description
Purchase Order R10PX20R17 RECOVERYTAS::14 0681::TASARRA Project Number: 28.000 The Bureau of Reclamation intends to issue a Request for Quotes for a hybrid firm fixed-price and time and materials purchase order for the Drought Relief Program for Well Enhancements. The work is located in several counties: Stanislaus, Tulare, Merced, Fresno, and San Joaquin, all located in California. The NAICS codes is 541990, size standard $7 Million. Award of the purchase order will be made in accordance with HUBZone Price Evaluation Preference procedures as described in Federal Acquisition Regulation (FAR) 19.1307. The principal components of the work are as follows: 1. Obtain permits for water well enhancement from appropriate county and/or state agencies; 2. Pull the pumping unit, in order to conduct a camera inspection. Remove all residual oil, perform preparatory cleaning and flush out well to facilitate camera inspection; 3. Inspect the pumping unit, column pipe, discharge head and all appurtenances; 4. Perform a gamma ray neutron density log, bond log, and electrical conductivity profile of groundwater inside well 56.1 after the concrete plug, and sand have been removed from well; 5. From the inspection process and any well logs/profiles, produce a report showing findings, including the condition of the casing, screen, pumping unit, and column pipes and make recommendations on what can be done to restore the well to optimal operating conditions. 6. After submittal of the report, perform the appropriate tasks, as directed by the Onsite Government Representative (OGR), which may include: a. Clean any or all sections of casing and screens that are deemed inadequate b. Redevelop wells after cleaning c. Make all necessary repairs on pump/motor to restore original operational qualities. If repairs are not feasible, furnish and install new pump and/or motor d. Furnish and install new pumps and motors on existing wells that have had the pumps and motors previously removed e. Furnish and install new electrical panels and pump motor control boxes f. Furnish and install new air valves, check valves, and flow meters with all well enhancements g. Furnish and install new pipe for air valves, check valves, and flow meters h. Furnish and install power poles, and coordinate with power providers to provide electric service to the well i. Furnish and install new cast-in-place reinforced concrete pads with observation pipe access j. Test pump the well (no longer than 24 hours) for production qualities and operational efficiencies; and 7. Furnish portable engine-generator set to Del Puerto Water District This acquisition falls under FAR Subpart 13.5 - TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS, which authorizes the use of simplified acquisition procedures for this action. Solicitation R10PS20R17 will be posted at http://ideasec.nbc.gov on or about November 24, 2009. The estimated date for receipt of proposals is December 4, 2009. The solicitation and applicable documents will be available for downloaded at the above site once the solicitation is posted. No paper copy of this solicitation will be distributed. Central Contractor Registration (CCR), as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
