Description
This is an amended sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. We hereby advise of the following omission from our initial sources-sought announcement regarding a potential rockfall risk mitigation contract: All rope access work within Reclamation must comply with our Rope Access Guidelines as described in our Reclamation Safety and Health Standards (RSHS) (see http://www.usbr.gov/ssle/safety/rope.) You are invited to supplemental your previous capabilities statement or submit a new capabilities statement showing how your organization (including as appropriate partners and/or subcontractors) perform work in compliance with the RSHS and SPRAT/IRATA standards. The amended announcement is as follows: All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. Interested parties' capabilities must demonstrate compliance with Society of Professional Rope Access Technicians (SPRAT) or Industrial Rope Access Trade Association (IRATA) safety and certification standards. All personnel performing work access work shall have appropriate certifications; and all work shall be performed under the safety oversight of an individual holding a current SPRAT/IRATA Level III Certification. The North American Industry Classification System (NAICS) Code for this acquisition is: 237310 Highway, Street, and Bridge Construction. The small business size standard for NAICS Code 237310 is $33.5M. The Bureau of Reclamation, Lower Colorado Region has a requirement for a firm-fixed price, Indefinite-Delivery/Indefinite Quantity (IDIQ) for rock stabilization of the steep rock slopes in the vicinity of Hoover Dam and possibly other facilities in various locations. The work may include scaling, cleaning, bolting, cabling, meshing, and other methods to improve the stability of the rock. The contractor will provide all personnel, materials, tools, equipment, and expertise to stabilize portions of the rock slopes as designated by Reclamation. Reclamation will provide, in these specifications, photos of the areas of concern and will provide access to the areas specified for the contractor's examination during the Request for Proposal period. During the contract, Reclamation will provide direction as the area to be stabilized, the time period allowed for the work and the methods to be used to stabilize each area dependent on the general specifications contained in each individual Task Order. Submittals after contract award shall include, but are not limited to, the following: (1) A Health and Safety Job Plan. (2) Technical requirements for surface preparation. (3) Safety Work Permit. The proposed contract will be an Indefinite Delivery-Indefinite Quantity type contract. Fixed-price task orders will be issued as each job is scheduled dependent on finances and safety requirements. The estimated magnitude of each task order is $25,000 to $500,000 with a total contract value estimated at $5,000,000. Capability statements are to be submitted not later than November 16, 2009. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type ( 8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed rock stabilization work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, operating as the primary or subcontractor, the company name, location, and the customer's contact name and phone number for the work completed. Lastly, vendors shall specifically identify in their capabilities package the percent of work that will be in-house in relation to the percent that will be sub-contracted. Capability statements shall not exceed five pages in length. All responses to this sources sought notice shall be provided to Beth A. Murray/LC-3136, Contract Specialist, P. O. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fbo.gov.
