Description
Air Force Subscale Aerial Targets (AFSAT) - Launch Rail System - The Air Armament Center, 308th Armament Systems Wing, 691st Armament Systems Squadron, Contracts Office, Eglin AFB FL. The Air Force is pursuing a launch rail system for use with the BQM-167 aerial target. The launch rail system is defined as the launch rail, control box, the launch consoles, software, technical data, spares and associated tools, support equipment and test equipment. Goals for the launch rail system are to be less manpower intensive and ease of operations for end user in comparison to the currently used modified BQM 34 rail system. Transportability to support remote operations and infrastructure at other test ranges, the ability to fly missions with under-wing payloads and removable maintenance stands are objectives for this effort. The launch rail system must have a minimum 20 year life cycle without requiring major overhaul and demonstrate survival of a highly corrosive saltwater environment. The system must be capable of launching all BQM-167 target configurations (clean, infrared, and electronic attack) at target weights of 1,400 to 2,050 pounds. It must allow use of the rocket assisted takeoff and be ready 24 hours prior to launch and operate in day, night, and inclement weather conditions. The system must be capable of supporting two mission periods per 24 hour period with no more than four hours between missions. The Air Force is projecting to purchase 9 launch rail systems and desire all systems be operational within 12 months after contract award. The Air Force requires Operational & Maintenance (O&M) training and published technical manuals prior to the start of operations. Respondent must perform maintenance task analysis and develop maintenance technical orders IAW MIL-DTL-87929 and MIL-PRF-83495. Respondent must provide sufficient data for Government to perform Type I cataloging IAW Air Logistics Center requirements. Respondent must provision common hardware and components needed for organizational-level repair on the launch rail and associated support equipment. Respondent must perform Type II cataloging for peculiar components and SE. Respondent must be capable of performing contractor depot-level maintenance on the launch system over its 20-year life-cycle, to include providing spare/repair parts. O&M of the launch system must be accommodated within the current Air Force manpower resources. The launch rail system shall minimize impact to existing range subscale launch infrastructure. The Air Force has limited development funding for this acquisition. The Government does not own a technical data package and/or software data rights for the BQM-167A target system and its peculiar support equipment and therefore cannot provide this data to interested parties. The Air Force will be using production funds (3010) only for this effort. RDT&E funds (3600) are not available. The interested parties must be able to deliver the installed system no later than five months after contract award for the initial rail and delivery of the remaining rails at the rate of one rail every two months. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336411 with a size standard of 1,500 employees.
