Pre-Solicitation Notice for Solicitation ED-: 1. Action Code: P 2. Classification Code: A 3. NAICS: 611710 4. Title: U.S. Department of Education, Institute of Education Sciences, National Center for Educational Statistics, HSLS:09 First Follow-up of the High School Longitudinal Study - 2009 5. Response Date: December 24, 2009, 2:00 PM, Eastern Standard Time 6. POC: Lenox Coles and John Machen 7. Solicitation Number: ED-IES-10-R-0006 Description: The Department of Education is seeking qualified firms to plan/conduct the first follow-up of the Department of Education's High School Longitudinal Study (HSLS:2009). The first follow-up to the High School Longitudinal Study: 2009 is the second round of a large, complex data collection designed to continue the series of longitudinal data collection efforts that began with the National Longitudinal Study of 1972 (NLS-72), and was followed by High School and Beyond (HS&B), the National Education Longitudinal Study of 1988 (NELS:88), and the Education Longitudinal Study of 2002 (ELS:2002). HSLS:09 began with a ninth grade cohort in the fall of 2009. The cohort will be re-contacted in spring 2012 when most of the sample are 11th graders. The first follow-up of HSLS:09 will survey students and their parents, administrators, and school counselors. Eleventh grade students will be asked to complete a mathematics assessment that focuses on algebraic skills and reasoning. The method of data collection will include computer adaptive technology and telephone interviews. The first follow-up of this study will culminate with data files, a First Look report, and data file documentation. The work will be monitored by the National Center for Education Statistics (NCES) within the U.S. Department of Education (ED). Highlights for this study include: The new additional College Update data collection in the spring of 2013; the survey's emphasis on course-taking, college preparation, college financing, and plans for the 2013-2014 year; no teacher data collection in spring 2012, but student, parent, administrator, and counselor data. The proposal should concentrate on demonstrating expertise in sample design, computer administered assessments, computer assisted interviewing, large scale data collections, working with school districts and schools, writing Office of Management and Budget (OMB) clearance packages, methodological reports; and proven, successful experience in providing a large pool of field interviewers on short notice with differing time durations. The anticipated response date is 11/24/2009.
