- This amends the FAA solicitation for DTFAWA-09-R-00054, ATO Support Services. The amendment extends the due date for proposal submission to November 30, 2009, provides Government responses to vendor questions and provides amended SIR sections. The Federal Aviation Administration (FAA) has a requirement to provide support services to include program analysis, program management, technical, analytical and administrative skills to support the ATO mission. As changing requirements occur, the Contractor must adapt and provide people with appropriate qualifications to accommodate such transitions. Support includes data gathering, information determination and dissemination that includes technical support and assistance to the FAA in the conceptualization, analysis, preparation, usage and dissemination of important ATO programs, projects and systems to other FAA organizations, as appropriate. Additionally, the selected vendor will obtain contractor engineering and technical support for performing Safety Risk Management analyses on changes to the National Airspace System. Systems engineering and technical support expertise are required in the Air Traffic Organization's effort. Contractor staffing must have broad experience and insight to visualize, plan, implement and integrate future air traffic control systems into the NAS at FAA Air Route Traffic Control Centers (ARTCCs). Personnel must have current knowledge space requirements at ARTCCs and must have experience with coordinating the technical and program management aspects of the Enroute Facilities and Building System (EFabs). Contractor staffing must consist of experienced personnel that with knowledge of FAA en route facility engineering and current knowledge of en route infrastructure requirements. Contractor personnel must have extensive knowledge and experience in systems design, integration, acquisition, construction, installation, operations, maintenance, testing and improvement of FAA en route systems/facilities. Contractor personnel must have a working knowledge of the FAA Acquisition Management System (AMS). SIR Number DTFAWA-09-R-00054 is attached. Please review the solicitation in its entirety and carefully follow the instructions. This procurement is a small business set-aside. It is planned as an indefinite delivery indefinite quantity time and materials effort. The total maximum ceiling is $9.4M and the minimum guaranteed value is $100,000. The Offeror's completed proposal must be submitted no later than 2:00 P.M. local time on November 30, 2009. Prospective offerors are hereby on notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov/index.cfm for FAA Headquarters. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the Offeror does not acknowledge it, the Offeror may be considered nonresponsive to the solicitation. All amendments must be acknowledged. The FAA will not be liable for any costs associated with the preparation of responses to the RFO, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
