This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. If in the future an official solicitation is released, there is no guarantee that sources responding to this Sources Sought will be included on the source list. **NO QUESTIONS WILL BE ENTERTAINED** The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Division of Acquisition Operations (DAO) is seeking to identify sources with capabilities or prior experience in food microbiology, food preservation, technology, and application of food science in support of FDA regulations and guidance.. Scope of Work The FDA Division of Human Resource Development has developed a new Food Processing & Technology Course (FD 152) as the third part in a series of three curriculums within the area of food inspections for FDA, state, local and tribal regulators conducting inspections. The Food Processing and Technology Course is 4.5 days in length and provides an overview of the basic principles in food processing, technology, and associated equipment used to ensure the safety of manufactured foods. Coursework includes detailed studies of food microbiology, food characteristics and properties, food chemistry, thermal processing and heat transfer, fluid flow, emerging technologies, preservation technologies, fillers and packaging technology. Extensive “hands-on” experience with processing equipment is provided in a pilot laboratory setting. Additionally, DHRD is revising its Aseptic Processing for Foods Course (FD405) 4.5 days in length, incorporating the latest technology and hands-on application with aseptic processing and packaging systems. DHRD is seeking a training facility that provide a training facility and A/V support, and pilot process laboratory facility that contains a variety of food equipment used in food manufacturing/processing/packaging (retorts, heat exchange systems, thermal processors, evaporators, dryers and evaporators, freezing equipment, extruders, homogenizers, pumps, and packaging equipment, and aseptic system). The contractor training facility and pilot process lab shall be used as the primary training facility and pilot processing laboratory for several Food Processing and Technology courses each year; and one (1) Aseptic Processing for Foods course each year. The facility shall be capable of providing qualified personnel to provide logistical support/staffing for equipment set-up/pre-staging, demonstrations and operations. The equipment should include: •Steam injection unit with flash cooler •Plate Heat Exchanger (De-Laval or similar) for heating and cooling (2 – 3 sections). Extra plates showing different surface flow configurations •Scraped Surface Heat Exchanger. Extra blades - carbon, steel, and plastic for hands-on demonstration. •Tubular Heat Exchanger, Triple Tube Design •Tubular Heat Exchanger, Double Tube Design •Steam Kettle •Agitated Kettle •Pressure Retort (FMC Sterilmatic) •Still Retort •Spray Drier (Niro Atomizer) •Drum Dryer •Freeze-dryer •Ceramic Ultrafiltration Cartridge-Type Unit •Reverse Osmosis Unit •Homogenizer (Cherryl-Burrell and/or APV) •Centrifugal pump •Parastaltic Pump •Positive Displacement Pump (Aseptic & Non-Aseptic) •Aseptic filler (Scholle Bag Filler) •Recording Temperature Devices and Thermocouples (J, K, etc. connections) (Demonstration) •Water activity meter (Demonstration) •Viscosity meter (Brookfield, etc - demo) •Electro conductivity Test Equipment - electrodes, ammeter, salt solution, etc. •Dye Test Equipment - red dye, syringe, etc •Under Water Bubble Test Equipment (Aero Burst Tester or equivalent, and test packages (Demonstration)) •Microwave Sterilizer •Single Head Double Seamer •Double seam tear down equipment - nippers, sanitary can opener, micrometer, etc. (demonstrate seam teardown) •Cutaway Equipment Examples 1. See Thru Scraped Surface Heat exchanger Lodging: The contractor shall provide logistical support in identifying and coordinating lodging support for participants and cadre attending the FD152 and FD405 Courses. Lodging rates must be within published government domestic rates.
