- The Government contracted in support of the Goddard Space Flight Center (GSFC)Thermal Infrared Sensor (TIRS) Instrument Focal Plane Electronics (FPE) for the SIDECARASIC Assembly Code design, development, acceptance testing, and delivery as well asdelivery of four Engineering Model (EM) System for Image Digitization, Enhancement,Control, And Retrieval (SIDECAR) Application Specific Integrated Circuit (ASIC), NineFlight Model (FM) flight screened SIDECAR ASICs in the HST ACS-R package, FiveEngineering Model (EM) SIDECAR ASICs in the HST ACS-R package for Destructive PhysicalAnalysis and all services and hardware to aid in the integration into the FPE at GSFC.This contract is a non-competitive action, in accordance to statutory authoritypermitting other than full and open competition, 10 U.S.C. 2304(c)(1), as implemented inFAR 6.302-1 stating "Only one responsible source and no other supplies or services willsatisfy Agency requirements." Currently, there are no other known companies technicallycapable of performing this work or possessing the technology required by the Statement ofWork for this instrument. Teledyne has demonstrated its technical and on-timecapabilities by satisfactory performance on a previous NASAs GSFC contract similar innature to this procurement. Any delays in enacting this procurement will have a criticalimpact to the TIRS mission schedule.Due to the required work within the statement of work, the Government found it best toaward a Cost Plus Incentive Fee contract type.Since the requirement features a lot ofspecifications and development, a FFP contract type was not appropriate.
