General Information NAICS: 334517 Classification Code:A Research & Development Set Aside:Full and Open Size Standard:500 Employees Contracting Office Address US Army Research, Development and Engineering Command, RDECOM Natick Acquisition Center, ATTN: Brian P. Murphy, 13501 Ingenuity Drive, Orlando, FL 32826 Description: Sources Sought-Market Research. This is not a solicitation for bids/proposals, but a Request for Information to conduct market research IAW FAR Part 10. The Product Manager, Force Protection Systems (PM-FPS) proposes to acquire up to twenty-six(26) rugged, field deployable mobile(motorized or non-motorized with preference for towed) Non-Intrusive Inspection Systems for vehicle and cargo inspection with two year warranty and one year of sustainment (maintenance and training)to meet immediate requirements in support of Overseas Contin-gency Opertions in Afghanistan. System must utilize X-ray (backscatter and penetrating) technology capable of imaging with sufficient reso-lution to identify 22.73 Kg (50 lbs) of bulk explosive or a single 155mm shell through privately owned vehicle interiors or small to medium trucks or cargo containers while stationary or moving at speeds up to 10 kph (6 mph). The system must utilize automated software to assist operators to identify anomalies based on density and shape with ability to view images in gray-scale or color; require no more than two individuals to operate and be capable of being operational within 20 minutes of arrival at an inspection site. The system must be rugged and operate reliably under austere conditions with environmental extremes of fine particulate dust and temperatures of -20 degrees Celsius to +50 degrees Celsius; be capable of move-ment over primary, secondary, and un-maintained surfaces and utilize JP8 fuel. If towed it must be com-patible with the standard military vehicle in terms of trafficability, towing hitch and power/light connec-tions); be transportable by C-130, C-17 and C-5 aircraft with integrated tie down points sufficient for safe transport and be capable of sling load by military helicopter; be capable of operation off shore power of 230V AC +/-5 VAC, 50/60 Hz Single phase with on-board power conditioning for operating scenarios where local power is deemed to be dirty and include a generator which operates on JP8 (preferred) or die-sel fuel to provide electrical power to the system; include a remote operating capability to a minimum of 250 feet from the system; and must not be susceptible to electronic interference or interfere with tactical radio or radar systems. Preference to systems which have undergone safety and operational testing within Depart-ment of Defense and are currently in use by US forces. Interested persons or companies may identify their interest and capability, including any available systems on hand, to respond to this requirement with a short description and time necessary to fully meet the re-quirement. This RFI is neither a Request for Proposal, nor an Invitation to Bid, nor a Request for Quotation. Therefore, this RFI is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided in response to this RFI. No RFP will be posted to Army Single Face to Industry (ASFI) as a result of this announcement.
