Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F6T3SV9299AA01 is issued as a Request for Quote (RFQ). This request for quote is due by 24 Nov 2009, 4:00 PM PST. The RFQ will result in a firm fixed price contract. Period of performance is (BASE YEAR) 1 JAN 2010 TO 31 DEC 2010, WITH FOUR OPTION YEARS: 1 JAN 2011 TO 31 DEC 2011, 1 JAN 2012 TO 31 DEC 2012, 1 JAN 2013 TO 31 DEC 2013 AND 1 JAN 2014 TO 31 DEC 2014. Government has the unilateral option to exercise options as needed each year. Contractor will be given 45 days notice of intent to exercise option period. MANDATORY SITE SURVEY DATE (date we intend to view your hotel and accommodations) is 17 Nov 2009. Interested parties MUST email location and contact information to Heidi.Weber@ang.af.mil and Scott.Petrin@ang.af.mil. The Base Contracting Officer will visit each hotel for assessment. Hotel location and point of contact (person who will be in attendance during the visit) must be provided in order to bid on this requirement. This information must be provided NLT 13 Nov 2009 at 12 PM PST. BID DUE DATE: 24 Nov 2009 4:00 PM PST. Include Company CAGE code and Tax ID within the quote. ALL QUESTIONS MUST BE SENT IN WRITING (EMAIL) TO MSgt Heidi Weber at Heidi.Weber@ang.af.mil. Provide a quote clearly listing price for: SEE STATEMENT OF WORK. Price For Single Room AND Price For Double Room BASE YEAR OPTION YR 1 OPTION YR 2 OPTION YR 3 OPTION YR 4 This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items.. This requirement is for: STATEMENT OF WORK LODGING CONTRACT SERVICES NON-PERSONAL: Furnish all labor, tools, equipment, material, and supervision to: DESCRIPTION OF SERVICES. The contractor shall furnish all services and materials necessary to provide hotel rooms for the 141 ARW monthly weekend drills for 12 months. Hotel must be within a 15 mile radius of Fairchild AFB WA. Rooms will be inspected using the Air Force Golden Eagle Standards listed, but not limited to them. Rooms normally will be double occupied with either two males or two females in two separate minimum of queen size beds unless they are a married couple whereas one single queen is sufficient. NO co-ed accommodations will be made unless requested/specified by 141st lodging manager in advance. Rooms will be reserved by 141st Lodging manager for all individuals normally within 2 weeks of required Unit Training Assembly (UTA) weekends. Upon room occupant arrival, contractor will verify name of room occupant against list of names provided by 141st lodging manager prior to providing room. Within two days after the UTA week end the contractor will create ONE (1) consolidated invoice listing all rooms and occupants with an easily discernable total for each weekend and invoice for each month electronically using Wide Area Work Flow. The 141st Lodging manager and 141 Services will validate rooms provided and process acceptance for authorized and proper payment requests. Rooms will be required (one weekend a month) Friday night through Sunday morning on the following dates: Projected UTA weekend schedule for 2010 calendar year: 8 - 9 JAN 10 5 - 6 FEB 10 5 - 6 MAR 10 9 - 10 APR 10 30 Apr - 1 MAY 10 4 - 5 JUN 10 9 - 10 JUL 10 6 - 7 AUG 10 10 - 11 SEP 10 1 - 2 OCT 10 5 - 6 NOV 10 3 - 4 DEC 10 The above is normally a fixed schedule but may fluctuate. 1 Note* The number of rooms requested by 141st Lodging manager will fluctuate per month as Guardsman are required to stay on base first then are directed off base as needed. (Single rooms are normally only requested for married couples) One half of the room cost will be paid by member at checkout. 2 Note* Contracted lodging will provide a monthly No Show listing to 141st Lodging Manager for tracking purposes. 3 Note* The government DOES NOT pay for no shows. 4 Note*Some rooms may be requested on different days for a small number of Guardsmen. All room accommodations will include the following at a minimum: Rooms will be clean and safe commensurate with hotel industry practices. Occupants must have single access to bathroom and shower. Beds with clean linen and pillows Iron and ironing board Availability of a Continental Breakfast The government will NOT pay for and is not liable for items such as in room movies, alcohol, room service or any other charges beyond the agreed to room occupancy rate. These items must be paid for directly by the room occupant prior to checkout. The following checklist will be adhered to. Government reserves the right to inspect rooms at any time during contract period. Golden Eagle Checklist HOUSEKEEPING (General) [1]Are wastebaskets cleaned and emptied daily? [2]Are floors and carpet clean when major messes are noticed? [3]Is the bed made in accordance with established lodging standards? [4]Are the toilets cleaned daily? Are toilets/showers/bathtubs clean inside/out? [5]Are bathroom vanities, sinks, faucets and mirrors clean? [6]Is bathroom free of hair and bugs (windows, floor, walls, ceiling)? [7]Is shower curtain/door clean (to include wiping down underside of glass shower doors, etc.)? [8]Are appropriate number of towels available/provided? [9]Are housekeepers following the guests wishes (don't take the towels when they are not on the floor)? [10]Beds made in accordance with established lodging standards? [11]Is light dusting completed and furniture polished? [12]Is vacuuming/mopping completed? [13]Is overall dusting completed (high & low) and furniture polished? [14]Are bedspreads, blankets, linen, pillows, bathmats, and towels clean? [15]Are floors and carpet clean and free of trash (to include under and behind furniture)? [16]Are walls and ceiling clean (free of smudges, spills, etc.)? [17]Are light fixtures clean, free of bugs? [18]Are countertops, sinks and cabinets (inside & out) clean? [19]Are A/C, heat, exhaust, and return air vents clean? [20]Are windows, sills, and tracks clean? [21]Are fixtures/appliances clean and functioning (i.e., toasters, microwaves, hairdryers, phones, etc.)? [22]Are inside of drawers clean? [23]Is the furniture clean to include free of crumbs/trash between cushions? End Statement of Work "FAR 52.204-7 Central Contractor Registration Vendors must be actively registered in the Central Contractor Registration (CCR); the website is http://www.ccr.gov. Lack of registration in CCR will make an offeror ineligible for award. Contact CCR at 1-888-352-9333, however, a Duns number must be known prior to registration. The following clauses are included by full text. FAR 52.212-2 EVALUATION Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. This is a best value decision. The following factors shall be used to evaluate offers: Price and Technical acceptability. Details on the factors are as follows; Price - The Government will evaluate offers for award purposes on the total price for the requirement. Technical acceptability is based on the attached State of Work/Performance Work Statement. FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION) (a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractors directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (b) (1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause. (i) 52.219-8, Utilization of Small Business Concerns (May 2004)(15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $550,000 ($1,000,000 for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities. (ii) 52.222-26, Equal Opportunity (Mar 2007)(E.O. 11246). (b) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of (DEVIATION) after the name of the regulation (End of clause). 52.217-8 -- Option to Extend Services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 45 days. 52.217-9 -- Option to Extend the Term of the Contract. (a) The Government may extend the term of this contract by written notice to the Contractor within 60days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. 52.232-19 -- Availability of Funds for the Next Fiscal Year. Funds are not presently available for performance under this contract beyond 31 Dec 2010. The Governments obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 31 Dec 2010, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
