Description
NASA/JSC is hereby soliciting information about potential sources for Aerodynamicand Aerothermodynamic Ground Testing and Data Analysis. This aerodynamic andaerothermodynamic ground testing effort consists of planning and conducting experimentsto simulate vehicles in space flight and to understand the environments imposed on spaceflight vehicles. The contractor shall provide wind tunnel test time to satisfy each ofthe particular test task orders that NASA issues. The contractor shall also supply thenecessary personnel required to operate the wind tunnel. This may include design,fabrication, and instrumentation of a test model and also includes installation of thetest model, data acquisition, data reduction, and removal of the test model from thetunnel. In addition, the contractor shall submit preliminary and final reports that willconsist of the data acquired during the test. The vendor must demonstrate the following capabilities for wind tunnel testing:(1) The ability to instrument test models with up to 50 gauges per inch to measure heattransfer rates. (2) The ability to test at enthalpy levels representative of ascent and entry flightconditions.(3) The ability to test at free stream Mach numbers up to Mach 30.(4) The ability to launch and test vehicle configurations up to 30 feet in length. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 10 pages or less indicating theability to perform all aspects of the effort described herein.Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to P.
