Description
The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of theJoint Program Executive Office (JPEO) for Joint Tactical Radio System (JTRS) Network Enterprise Domain (NED), intends to issue a sole source contract, under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1, to ITT Corporation. This requirement will provide technical support, software maintenance/upgrades, and enhancements to the baseline JTRS Bowman (JBW) waveform software delivered to the JTRS Information Repository. The JTRS Bowman waveform software application was previously developed by ITT Aerospace Communications Division under Contract W91QUZ-04-C-0009 to the JTRS Joint Program Office. As the original developer and sole maintainer of the JBW waveform source code, ITT Aerospace Communications Division is the only company technically capable in performing all of the efforts covered by this synopsis. The service classification code for this procurement is D Information Technology Services including Telecommunications Services. The prospective contract will have one (1) base year ordering period and four (4) one-year option ordering periods. The contract award is anticipated to be in late July 2010. The Government intends to issue a request for proposal to ITT Aerospace Communications Division without further notice. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
