- Request for Quote This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This constitutes the only notification before award. Solicitation reference # F4AB009294AC01 is issued as a request for quote, utilizing Acquisition of Commercial Items FAR Part 12 and Simplified Acquisition Procedures in FAR Part 13. The North American Industry Classification Systems Code (NAICS) is 334210. Small business standard is 1,000 employees. This acquisition is 100% set aside for small business. The description of items and clauses incorporated in this synopsis/solicitation are applicable to this procurement and will be incorporated into any resultant purchase order. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The basis of this award will be based on the evaluation factors listed in under FAR Clause 52.212-2 - Evaluation - Commercial Items. Contract Line Item Number (CLIN): CLIN 0001 - Qty: 1 each; Purchase, Install and configure an ADTRAN Atlas 550 Router (or equivalent) and associated system components to allow two existing Tandberg 6000MXP Codec's to simultaneously used for Video teleconferencing. The two Tandberg Codecs need to share a PRI network connection., Contractor shall propose purchasing all necessary equipment to make the system operational, installation, cabling, programming, operational training and a turn-key solution. The two existing Tandberg Codecs are in separate rooms on Tyndall AFB separated by approximately a hundred feet. Installation needs to occur during normal work hours. Products specification must be included in quote if biding on an, or equal product. A five year workmanship and materials warranty needs to be included in the proposal. Delivery shall be no later than 30 days after Receipt of Order. The following clauses apply to this acquisition: FAR Clause 52.212-2- Evaluation - Commercial Items. (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical solution; (ii) Price. Technical is significantly more important than price. Technical evaluation will be based on the ability to meet the requirement. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
