Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The purpose of this Request for Information (RFI) is to solicit interests and information from sources in regards to Production and Sustainment of the Ground Based Operational Surveillance System (G-BOSS). The producer will manufacture finished G-BOSS systems that include Government Furnished Materiel (GFM) and materiel procured or fabricated by the producer. The GFM will include optical sensors, ground based radar, generators, and radios. The producer will be responsible for providing functional performing systems, sub-assembly, the fabrication of cabling, mechanical and electrical interface components; and will be responsible for the procurement and supply chain management of commercial materiel final system assembly of all components, final system test, and packaging, handling, and transport of the final system to designated facilities. A comprehensive Government owned Technical Data Package (TDP) will be provided to industry upon issuance of an official solicitation for production and sustainment services. System software will be Government Furnished Software (GFS) installed by the producer. G-BOSS system sustainment will include program management of logistics program, Field Service Representative (FSR) support for Continental United States (CONUS) and Outside Continental United States (OCONUS) operations including current Operation Enduring Freedom (OEF) operation, depot support services for the operational system including system installation, repair/replace/refurbish of the full system and/or sub-systems, and supply chain management for non-GFM components, operator and maintenance training, data collection, reporting, and distribution, monitoring, and process improvements to maintain and improve operational availability and reliability. It is anticipated that the production and sustainment activities will be provided with performance incentives. The G-BOSS is an expeditionary, ground-based, self-contained, multi-spectral sensor-oriented, persistent surveillance system. An expeditionary nature is a critical aspect of the G-BOSS. Its expeditionary nature allows it to deploy via various modes of transportation (air, land, sea) ensuring world-wide deployability. Major strategic sensors and integration technical data package will be supplied to the producer and sustainment provider as GFM/GFI.The G-BOSS will be employed in three configurations supporting the Department of Defense: Light (man-transportable), Medium (light trailer/vehicle), and Heavy (large tower trailer) variants. The Light variant provides short-range, close in surveillance support and will be transported in multiple transit cases. The Medium variant provides longer range surveillance support and will be transported, as its description indicates, using a light trailer (such as the M923) or tactical vehicle (such as the HMMWV). The Heavy variant provides surveillance support of a more permanent nature. There will be a fourth variant for non-DoD use that will be similar in configuration to the Medium variant.It is anticipated that future evolutionary versions may be required.The aggregate number of all G-BOSS variants produced will be up to 600 systems over 5 years with sustainment activities supporting up to 750 units by year 5. Intent: Length/Type of Contract(s): Production and Sustainment Contract(s) are expected to be Firm Fixed Price with performance incentives up to five (5) years in duration.Goals: Production goals are expected to meet staged delivery schedules over 5 years beginning with system deliveries in FY2011 with expected continual improvements in efficiency and quality of manufacturing and testing. Expected performance results from the sustainment effort include continual improvements in processes and efficiencies in sustainment that reduce overall cost to the Government, minimizes logistics footprint and response time, and maximizes operational availability and operational reliability. Measurements: Level of performance shall be expressed in measurable outcomes and achievement of those outcomes by objective evaluation. What metrics should the government consider in the measurement of production and delivery of quality products? QUESTIONS PERTAINING TO SUSTAINMENT ACTIVITIES7. Describe your company's experience, if any, in providing sustainment support to Federal Government, DOD component/s, or industry. 8. Have you successfully performed in the role of sustainment support on any other Federal Government, DoD, or industry system? If so, on which systems and what was the extent of the support provided? 9. If you have performed under a sustainment support contract with performance incentives in the past, what are some of the best practices you have used to be successful? 10. What would be your plan for managing the supply chain (parts support) for field (intermediate) and sustainment (depot) level maintenance? 11. What potential constraints and boundaries do you anticipate within the responsibilities of managing a sustainment support contract with performance incentives? 12. How do you propose the government should measure the specific areas of performance metrics related to reducing the logistics footprint, reducing maintenance/repair times, increasing mission availability and reducing total logistics delay time? What recommendations can your organization provide? 13. What would be your plan for reducing maintenance/repair times for scheduled and unscheduled sustainment level maintenance? ADDITIONAL INFORMATION14. Note advantages, if any, of a single company providing both production and sustainment activities. 15. Provide any other data deemed appropriate to this RFI. It does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. This is not an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP). The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will not be reimbursed nor will the Government return any data provided.
