RFQ for GS-10P-10-LT-R-0004, A/E Serivces for Bonneville Power Adminsitration (BPA) Transmission Services Facility (TSF) Project November 9, 2009 - CHANGE: Posting Request for Qualification (RFQ) notice. Proposals are due by 10:00 a.m. December 9, 2009. See attachyed RFQ package for additional details. All questions relating to the RFQ shall be submitted in writing to the Contracting Officer. ---------------------------------------------------------------------------- October 29, 2009 - CHANGE: The original synopsis is hereby amended to include the following clarification regarding a firm's size as determined by annual reciepts: ***This request is being solicited using competitive Brooks Act procedures. It is expected that both large and small business concerns will be permitted to respond to the solicitation once posted. The determination of a firm as a "small business" is based on average annual receipts of not more than $4.5 million over a concern's latest three (3) completed fiscal years. Any firm with more than $4.5 million over the latest three (3) completed fiscal years is determined to be a large business. The NAICS Code is 541310. Posting of the RFQ solicitation package is expected on or about November 9, 2009. ---------------------------------------------------------------------------- ***SYNOPSIS FOR ARCHITECT-ENGINEER SERVICES CONTRACT ***This request is being solicited us competitive Brooks Act procedures. The size standard determination for this acquisition is based on average annual receipts of not more than $4.5 million over a concern's latest three (3) completed fiscal years. The NAICS Code is 541310. *** The purpose of this contract is to obtain the services of an interdisciplinary architect-engineering (A/E) team required to support General Services Administration (GSA), Public Buildings Service (PBS), Region 10 (R10), Design and Construction Division, Auburn, Washington. GSA PBS R10 requires A/E services in support of the Bonneville Power Administrations (BPA), Transmission Services Facility (TSF) project. The BPA is considering construction of a new building on land owned by BPA, referred to as the Dittmer District, located adjacent to the existing Dittmer Building in Vancouver, Washington. Services in support of this building will be required in two stages; the resultant contract from this solicitation will include base (Stage 1) and optional (Stage 2) services. The Stage 1 A/E services for 50% design development deliverables will address the following: (1) BPA agency goals, objectives, and policies, (2) context conditions and parameters, (3) BPA provided building systems identification and specifications, (4) Industry and best practices for office building facilities, and (5) LEED Gold standards. During Stage 1, the selected A/E firm will be required to develop two definitive building design alternatives (one at 210,000 GSF and one at 167,000 GSF) working in collaboration with a Construction Manager as Contractor (CMc). The estimated magnitude of construction for which design services are required under this contract is between $35,000,000 and $65,000,000. ***The project involves work in specialty areas such as energy efficiency and conservation and design of high performing green buildings. Discipline and services required may include architectural, electrical, mechanical, structural, civil engineering, communications, energy conservation, cost estimating, fire safety, historic preservation, construction management, and hazardous material consultant services. Expertise in the area of green/sustainable, high performance green building design is desired. *** The contract will include a clause for one (1) option to complete the design which may be exercised at the option of the Government. The selected firm must negotiate overhead, profit and hourly rates for anticipated disciplines for use in negotiating a firm fixed price for both base and option services. ***Consideration will be limited to the following criteria: (1) firms having an existing active design production office (and corresponding DUNS number) located within the states of Washington or Oregon. (2) Joint venture or firm/consultant arrangement will be considered and evaluated on a demonstrated interdependency of the member to provide a quality design effort. (3) All firms and their consultants must have in house CADD and REVIT capabilities and use AIA Masterspec as the basis for developing the construction contract documents. ***Selection to be based upon criteria as stated in the Request for Qualifications notice which will be published following this synopsis. ***REQUIRED DOCUMENTS: A separate solicitation notice shall be issued indicating submittal requirements, delivery information and due dates for firms to submit the required qualification information. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR QUALIFICATIONS.
