Description
NASA/ARC is hereby soliciting information about potential sources for one or moreBlanket Purchase Agreement(s) to provide instrument calibration and repair services in acontractor facility for the US Army Directorate and US Army Research Support Divisionlocated at NASA Ames Research Center (ARC), Moffett Field, CA.A one year period ofperformance with 4 option years is contemplated. The work includes calibration and repair of both physical measuring devices andelectronic equipment per the requirements of the attached Draft SOW. A complete list ofphysical measuring devises and electronic equipment to be calibrated is listed inAppendix A of the Draft Statement of Work.(http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21#138460 ) Pickup anddelivery of the instruments from and to NASA/ARC is included in the requirement. Therefore interested vendors need to be in close proximity to Moffett Field, CA. Due tocomplex badging and clearance requirements for foreign nationals to enter NASA/ARC, thistask shall be performed by US citizens.Part I. PURPOSE OF THIS SYNOPSIS To request information on capabilities of potential offerors to provide the servicesdescribed in the Draft Statement of Work (SOW)(http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21#138460 ) in order todetermine if this will be a small business set-aside. Information received as a resultof this section will be considered by the Government and used for acquisition planningpurposes only. Please note, a decision to set-aside this requirement for small businessor to compete it through full and open procedures has not yet been made.Part II. RESPONSES REGARDING POTENTIAL SOURCES STATEMENT OF CAPABILITIES Interested Offerors having the required specialized capabilities/ qualifications tosupport some or all of the work described in the Draft SOW are asked to submit acapability/qualification statement of 10 PAGES or less. There is no required font sizeand/or type designated for this Capability/Qualification Statement. Figures, exhibits,and diagrams must be readable. Submit your response electronically in PDF format. Theresponse to this Part II must include the following: 1) Company name, address, point of contact, phone, fax, e-mail, and website (ifapplicable). 2) Companys proximity to NASA/ARC Moffett Field, CA 94035-1000 and capability ofproviding US citizens to pick up and delivery instruments as required by BPA calls.3) Your companys capability in calibrating and repairing the different types ofinstruments included in Appendix A. Please note that since multiple BPAs arecontemplated, each vendor need not be capable of calibrating the full range ofinstruments.4) Your companys capability of providing emergency 24 hour service.5) Whether your company is Large business, Small business, Small Disadvantaged Business,certified 8(a) small business (include anticipated graduation date), HUBZone smallbusiness, Woman-owned small business, Veteran-owned small business, HBCU/MI,Service-Disabled Veteran-owned small business for NAICS code 541380, size standard$12.0M. 6) Whether your company is on any Government-wide Acquisition Contract (GWAC) for thetype of services required. 7) A list of relevant work performed in the past five (5) years, including contract type,contract number, technical description, dollar amount, period of performance, and acustomer reference name and telephone number. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses. Part III. YOUR RESPONSE TO THE SYNOPSIS All responses to the Statement of Capabilities shall be received no later than Thursday,November 19, 2009 at 4pm Pacific Time.All questions and responses MUST be in writingand sent via electronic mail (e-mail) to the Contract Specialist, Jeannette Albiez, atthe following address: Jeannette.albiez@nasa.gov. If an interested party requestsconfirmation of receipt, the Contract Specialist will confirm receipt. In all responses, please reference CALIBRATION-Sources-Sought in the subject line and onall attachments. Verbal questions will not be accepted. This synopsis is for informationand planning purposes only and is not to be construed as a commitment by the Governmentnor will the Government pay for information solicited. Respondents will not be notifiedof the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
