- Sources Sought for Granular Activated Carbon (GAC) Services, Naval Air Station Complex, Pensacola, Florida. THIS IS A SOURCES SOUGHT ANNONCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS.No Phone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. SOURCES SOUGHT: GRANULAR ACTIVATED CARBON MAINTENANCE AND REPAIR SERVICES The metrics to be used to measure the services outcomes will be: The Contractor shall remove spent Granular Activated Carbon (GAC) from the absorber vessel per manufacturer's recommended procedures. The Contractor shall install virgin carbon hydraulically without human contact, in a closed loop piping system, and minimize environmental exposure. The Contractor shall backflush the GAC in the absorber vessel to remove the fine GAC particles. The Contractor shall perform vessel flow test after completion of work to verify proper operation. Test shall be coordinated with the base utility department.The Contractor shall perform a "Carbon Acceptance Test" to determine suitability of the spent carbon for reactivation. The "Carbon Acceptance Test" shall be preformed at the receiver's facility/laboratory and not in the field. The Contractor shall ensure the canister, installation, and characterization of the carbon material is by an approved laboratory and assessed by the regeneration facility.The Contractor shall quantify and characterize the spent material as required by regulations and by the reactivation processing facility, using an approved lab. Sample the actual removed GAC and perform TCLP analysis, total volatiles scan, PCB testing, etc. Determine RCRA properties, pH and DOT requirements. Coordinate classification, management and off-site disposition with the NAS. The Contractor shall prepare manifests and be responsible for all transportation requirements. Submit certificate of destruction or reactivation. The spent material shall become the Contractor's property after reactivation and the final disposition shall be reuse or landfill. Copies of all documentation including licenses, permits, and certifications shall be submitted to the KO. The Contractor shall gas free any and all confined spaces and provide gas free certification to the KO for each entry period, not to exceed 8 hours. The Contractor shall clean and inspect the absorber vessel and internal components. The cleaning and inspection shall include all equipment and components of the absorber vessel (e.g., nozzles, interior coating, etc.). The Contractor shall submit a vessel inspection report including corrective action recommendations to the KO. The Contractor shall replace one full set of nozzles (80 ea) in accordance with the vessel manufacturer instructions and recommendations. Replacement nozzles shall be plastic. Materials and methods shall be approved by the vessel manufacturer. The Contractor shall repair defective interior vessel lining in accordance with the vessel manufacturer instructions and recommendations. Materials and methods shall be approved by the vessel manufacturer. The Contractor shall replace cone or hat strainer in vessel discharge piping with material to match existing in accordance with the vessel manufacturer instructions and recommendations. Strainer shall be oriented for easy access and cleaning. Interested parties are invited to provide examples of projects performed as a Granular Activated Carbon Services prime contractor within the last three (3) years of similar size, scope and complexity as the work indicated above. Provide bonding capacity along with the Surety's name and maximum aggregate and single project bonding. If claiming 8(a) or Hubzone status, provide proof of the SBA certification for either status. Respondents will not be notified of the results of the sources sought survey. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Offeror must be registered in the Central Contractor Registration (CCR) database with a DUNS number in order to participate in any Government procurement. The government intends to issue solicitations and any amendments that may result from this sources sought market research electronically, by posting it on the Navy Electronic Commerce Online (NECO) world wide website at https:// www.neco.navy.mil and the Federal Business Opportunities website at http://www.fbo.gov. Vendors should register with the CCR System, and complete their online reps and certs via the ORCA website, prior to submitting any bid to any Government invitation on the NECO site. Interested parties are invited to submit Information for this Sources Sought by 11:00 AM (CDT), 23 November 2009. Amendments if any, will be posted on the NECO website for downloading.
