Description
THIS IS NOT A REQUEST FOR PROPOSAL. A DRAFT Request for Proposal will be issued by the Naval Air Systems Command (NAVAIR), Patuxant River, MD for a competitive Small Business Set Aside, Firm Fixed Price, five year contract for a fully integrated Moving Land Target (MLT) system. The MLT System includes a commercially available vehicle and the essential Command and Control (C&C) navigation and ground systems to enable the system to perform autonomously. This requirement is to include: new or used vehicles; the necessary C&C equipment and parts for converting those vehicles into remotely started and autonomously controlled targets; ground stations for monitoring operation of the MLT; technical and logistics support; the engineering and integration and acceptance testing incidental to adapting C&C kits to vehicles; and software changes for corrections or improvements to the C&C and ground station system. The Navy’s requirement includes the delivery of one each of a First Article Unit for New Small Scale Vehicle, 4 Wheel Drive, production, manufacturing, integration and acceptance testing, and demonstration. Option Periods will include a First Article Unit for a New Large Scale Vehicle – 2 Wheel Drive, New Large Scale Vehicle 4 Wheel Dive, New Small Scale Vehicle – 2 Wheel Drive, and New Small Scale Vehicle, 4 Wheel Drive. Also required are Options for approximately between sixty to one hundred and twenty (60 to 160) production vehicles per year, sixteen to twenty six (16 to 40) Onboard Navigation/Command and Control (Nav/C&C) systems per year, and twelve to twenty (12 to 20) Ground Control Stations (GCSs) per year. The contractor will be the primary source for replacement parts and components for the C&C systems, limited replacement parts for the trucks, operation and maintenance manuals, and the Navy plans to procure a level of effort for Contractor Logistics Support (CLS), including configuration management (CM), technical support and training/materials. CLS shall include in-service engineering support for system installation, system operation trouble shooting, and maintenance. Important Information: Unless otherwise stated herein, and/or posted on the Navair website www.navair.navy.mil, no additional information is available and no formal RFPs or other solicitations regarding this announcement are available at this time. Requests for these will be disregarded. There is no commitment by the Government to issue a solicitation, to make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. It is the potential offeror’s responsibility to monitor this and the Navair websites for the release of any information. The contract shall be for five years. Delivery shall be FOB Destination. The Government intends to procure as a Small Business Set Aside. The Draft Solicitation will not include Sections L – Instructions, Conditions and Notices to Bidders or Section M – Evaluation Factors for Award. The DRAFT solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business" then “Doing Business with Us” and "Open Solicitations ”. Draft Solicitation No. N00019-09-R-0235 will be issued on or about 25 November 2009 on the NAVAIR homepage. Look for amendments on the web page. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The government will not accept ANY proposals in response to this draft solicitation.
