Description
RECOVERY ACT-THIS PRE-AWARD NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS BEING PROCURED THROUGH SBA IDIQ CONTRACT SBAHQ-09-D-0003. THIS IS NOT A REQUEST FOR PROPOSALS OR REQUEST FOR INFORMATION The contractor shall provide information audit IT technical support services that shall require analytical, engineering, business process management, planning and portfolio management as each component will be part of the final plan. Specifically, the contractor shall: Analyze Stakeholder Needs Research Stakeholder Needs: Conduct focus group sessions with SBA internal and external stakeholders on improving the delivery of information on the agency's programs and services via a new SBA.gov. Identify Issues and Recommend Solutions: During the stakeholder needs assessment, conduct more in-depth research to determine institutional and technical issues which could become barriers for achieving the project objective. Recommend mitigation strategies for all identified issues to improve the project's feasibility. Analyze Current State Review both SBA.gov and Business.gov Websites: Analyze current state of both sites including target audiences, general content categories and information delivery methods. Conduct Website data analysis: Assemble, analyze, compare and contrast available Website data, primarily for SBA.gov and Business.gov, including metrics, Web survey responses, usability reports, etc. Research Agency's Technology Barriers: Analyze the Agency's current and future technology state to determine technology barriers/synergies to recommended Web improvements. Provide Recommendations Deliver Executive Summary and Detailed Implementation Report: Report to include stakeholder findings, technology barriers and recommendations for short-term, medium-term and long-term implementation for the next generation SBA.gov Website. Recommend Web Tools and Features: Provide recommendations of popular Web tools and prospective site features that would more effectively deliver SBA program information to site visitors online including: Information dissemination - exploiting the social web Client tools Downloadable apps Online training Conduct Senior-Management Presentation: Present to SBA senior officials on findings and recommendations.
