- Sources Sought for Potable Water Wells Services, Corry Station, Naval Air Station Complex, Pensacola, Florida. THIS IS A SOURCES SOUGHT ANNONCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS.No Phone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. SOURCES SOUGHT POTABLE WATER WELLS SERVICES The metrics to be used to measure the services outcomes will be: The Contractor shall perform pre-repair testing and Inspection. Testing and inspection shall include potable water well and water well equipment to include motor, pump, controls, valves, piping, devices, coatings, delivery capacity, capacity at operating pressure, static level, draw down, shut-off head, motor load, and vibration. The Contractor shall conduct raw water quality sampling. Testing shall be conducted by a certified laboratory certified in drinking water analysis by FL DEP using approved methods of 40 CFR 141 and 143. Bacteriological, physical, chemical and radiological analysis applicable to ground water used as a potable water source shall be conducted in accordance with provisions of FL FAC 62-520.420, 62.550.300 and 62.550.310. In addition, test for pH, Iron (Fe), Conductivity, Hardness (as CaCO3), Alkalinity, and Chlorides. The Contractor shall coordinate with the selected testing laboratory to determine the required sample size. At the time the Contractor's water sample is drawn, a second and like sample shall be prepared, labeled and delivered to the KO. The Contractor shall notify the KO or designated Government Representative a minimum of three working days in advance of the date and time of the performance testing and water sampling. The water analysis reports shall follow format and content requirements of FL FAC 62-550.730, and shall be suitable for legal record keeping. The Contractor shall take a raw water quality sample from the potable water well, to be a composite of at least three individual samples drawn over the time required for other testing. The sample shall be submitted to a certified testing laboratory. Conduct bacteriological, physical, chemical and radiological analysis applicable to ground water used as a potable water source, in accordance with provisions of FL FAC 62-520.420, 62.550.300 and 62.550.310. In addition, test for pH, Iron (Fe), Conductivity, Hardness (as CaCO3), Alkalinity, and Chlorides. The Contractor shall coordinate with the selected testing laboratory to determine the required sample size. At the time the Contractor's water sample is drawn, a second and like sample shall be prepared, labeled and delivered to the Contracting Officer. Inspection, maintenance, and testing shall be completed and the well restored to availability for use by the Government within 30 calendar days. The Contractor shall take a water quality sample from the potable water well, to be a composite of at least three individual samples drawn over the time required for other testing. The sample shall be submitted to a certified testing laboratory. Conduct bacteriological, physical, chemical and radiological analysis applicable to ground water used as a potable water source, in accordance with provisions of FL FAC 62-520.420, 62.550.300 and 62.550.310. In addition, test for pH, Iron (Fe), Conductivity, Hardness (as CaCO3), Alkalinity, and Chlorides. The water analysis reports shall follow format and content requirements of FL FAC 62-550.730, and shall be suitable for legal record keeping. The Contractor shall coordinate with the selected testing laboratory to determine the required sample size. At the time the Contractor's water sample is drawn, a second and like sample shall be prepared, labeled and delivered to the Contracting Officer. The Contractor shall disinfect wells after repair, maintenance and restoration work is complete. Perform a bacteriological survey and evaluation. Comply with procedures and criteria of FAC 62-555.315 and AWWA Standard C654, Sections 1 through 4, and Section 5.2. A FLDOH lab shall perform coli form analysis or a laboratory certified by FL DOH to perform bacteriological analysis of drinking water. If any sample shows the presence of total coli form, the well shall be redisinfected and retested. Provide certified water analysis report. The Contractor shall deactivate and close a well, including removal of the well pump and associated piping and equipment within 5 feet of well. The Contractor shall remove the concrete apron and curb approximately 2 feet below the surface. All remaining piping shall be capped. Restore site to match adjacent conditions. The Contractor shall completely fill the well casing, from the top to the bottom, up to 250 cubic feet, with neat cement grout consisting of Portland cement and clean potable water or other mixture approved by the Water Management District. The Contractor shall comply with FAC 62-532.440 and 62-532.500(4). Obtain permit from the Water Management District or jurisdictional authority, as required. Coordinate with the Government. The contractor shall perform a color video inspection of the entire length of the interior well casing. The Contractor shall provide two (2) DVD's compatible with Microsoft Video Player of each color video inspection to the KO. Interested parties are invited to provide examples of projects performed as a Potable Water Wells Services prime contractor within the last three (3) years of similar size, scope and complexity as the work indicated above. Provide bonding capacity along with the Surety's name and maximum aggregate and single project bonding. If claiming 8(a) or Hubzone status, provide proof of the SBA certification for either status. Respondents will not be notified of the results of the sources sought survey. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Offeror must be registered in the Central Contractor Registration (CCR) database with a DUNS number in order to participate in any Government procurement. The government intends to issue solicitations and any amendments that may result from this sources sought market research electronically, by posting it on the Navy Electronic Commerce Online (NECO) world wide website at https:// www.neco.navy.mil and the Federal Business Opportunities website at http://www.fbo.gov. Vendors should register with the CCR System, and complete their online reps and certs via the ORCA website, prior to submitting any bid to any Government invitation on the NECO site. Interested parties are invited to submit Information for this Sources Sought by 11:00 AM (CDT), 19 November 2009. Amendments if any, will be posted on the NECO website for downloading.
