Description
This is a Request for Information (RFI). The United States Transportation Command (USTRANSCOM)/TCAQ is conducting market research for use in a planned solicitation for airlift and tug services for the US Navy. Midshipman training operations in the summer of 2010 require commercial aircraft services (minimum capacity 50 passengers) and commercial tug services (minimum capacity 50 passengers). Precise planning and execution between airlift and sealift are needed to ensure maximum exposure to naval platforms. Passengers will be transported between San Diego CA and San Clemente Island (SCI) CA. There will be two phases to the training, Phase One is 1 Jun - 24 Jun 2010, and Phase Two is from 12 Jul - 6 Aug 2010. The information obtained from market research will help us determine the most suitable approach to acquire the services: Phase one 1 Jun - 24 Jun 2010. Tug Each week, approximately 100 passengers will be transported from San Diego CA (Point Loma) to SCI (Wilson Cove). On the first day of each work week (1, 7, 14, 21 Jun 2010) 34 passengers will be transported from Point Loma to Wilson Cove onboard the tug. Tug will stay on SCI until the fourth day of the week, conducting daily transport from Wilson Cove to the Brief Stop for Personnel (BSP) location. On the fourth day of each week (4, 10, 17, 24 Jun 2010) 34 passengers will be transported back to Point Loma onboard the tug. Aircraft On those days when the tug is on the island (2, 3, 8, 9, 15, 16, 22, 23 Jun 2010) 34 personnel will be transported via commercial air round trip between Naval Air Station North Island CA and SCI. Phase Two 12 Jul - 6 Aug 2010. Tug Each week, approximately 140 passengers will be transported from San Diego CA (Point Loma) to SCI (Wilson Cove). On the first day of each work week (12, 19, 26 Jul, 2 Aug 2010) 46 passengers will be transported from Point Loma to Wilson Cove onboard the tug. The tug will stay on SCI until the fourth day of the week, conducting daily transport from Wilson Cove to the Brief Stop for Personnel (BSP) location. On the fourth day of each week (15, 22, 29 Jul, 5 Aug 2010) 46 passengers will be transported back to Point Loma onboard the tug. Aircraft On those days when the tug is on the island (13, 14, 20, 21, 27, 28 Jul, 3, 4 Aug 2010) 48 personnel will be transported via commercial air round trip between Naval Air Station North Island CA and SCI. AIRLIFT CONTRACT Air services will be provided by a DOD Approved FAR Part 135/121 air carrier with a minimum 50 passenger aircraft. The contractor shall provide air transportation services utilizing aircraft that are Instrument Flight Rules (IFR) equipped, multi-engine, and turboprop or jet powered. Contractor shall originate and terminate flights at Naval Air Station (NAS) North Island CA. All aircraft used to perform services under this contract must be able to communicate using UHF radios, must be equipped with TSO-129A Global Positioning System or better, and possess an Instrument Landing System (ILS). For planning purposes, passengers and their personal baggage weigh 200 lbs and will spend approximately 24 hours underway on the naval platform. 1) DESCRIBE AVAILABLE AIRCRAFT AND CAPACITY FOR EACH REQUIREMENT. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, US Transportation Command will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of USTRANSCOM and will not be returned.
