- The Space and Naval Warfare SystemsCenter (SPAWARSYSCEN), Atlantic is seeking information about commercial off-the-shelf (COTS) airborne direction finding systems. The system shall passively determine a line of bearing (LOB) to a radio frequency (RF) energy source in the 110 MHz to 1200 MHz range at a minimum but ideally would be capable of operating from 20 to 3000 MHz. The processing portion of the equipment must support the following: Be able to be treated as a carry on/carry off system, be able to operate in non pressurized spaces at altitudes of up to 28000 feet, be compliant with MIL-STD-810G for operation within prop-driven aircraft. The antennas must have the following characteristics: Must be mountable on the exterior of the air platform and have minimal adverse effect on the air worthiness of the aircraft, size and ease of integration along with performance characteristics are key elements that will be analyzed. Supplier shall be able to demonstrate system operational capability within an accuracy of sub 10 degree range (RMS) of the true relative bearing of the test signals. Equipment should be able to provide a LOB of less than 2.5 seconds duration from any direction. Please provide any information relating to other air platforms on which this capability is currently fielded. Beamforming equipment of smaller size, weight and power is of special interest. SPAWARSYSCEN Atlantic is only interested in information on devices that are currently available on airborne platforms, or easily adaptable to the airborne environments. This RFI is issued solely to serve as a market survey for information and planning purposes. The results of this RFI/Survey will be used to assess the market and inform our acquisition strategy. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested partys expense. Submissions will not be returned. Failure to respond to this RFI does not preclude participation in any future RFP, if issued.
