- The U.S. Army Engineering and Support Center, Huntsville is soliciting proposals on a restricted, small business set-aside basis for Initial Outfitting and Transition services (IO&T) under RFP W912DY-10-R-0002. In order to accomplish this mission, the IO&T program proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, under which task orders will be either firm-fixed price (FFP), Time-and-Materials (T&M) or any combination of thereof. The awarded contracts will share a programmatic capacity of $81 Million. The period of performance is one year with 3, one-year option periods. The RFP will be available for download from www.fedbizopps.gov on / about 30 November 2009. Proposals are due on/about 06 January 2010. This acquisition is to obtain multiple award contracts primarily providing total troop-ready project support for planning, outfitting, and transitioning the staff and patients associated with the FY10- 15 healthcare construction projects. Services include Military Health System compatible comprehensive project management; comprehensive interior design development; necessary equipment identification; transition and relocation planning & services; receipt, storage and warehousing of new and existing equipment; installation, technical inspection, maintenance and training for equipment/systems; and final turnover, close-out and post-occupancy evaluations (POE) for identified construction projects. Additional tasks may include purchasing medical, research, non-medical equipment / furnishings, information management, physical security, and specialty telecom systems. These tasks are ancillary to the planning and transition services of which this requirement is comprised. Additionally, if necessary, the effort may include procuring Information Management/ Information Technology (IM/IT) equipment and systems. The United States Army Medical Department (AMEDD) will retain the flexibility to re-use equipment from transitioning facilities as well as use other contract vehicles for equipment procurement (i.e. Integrated Modular Medical Support Systems). All specified services may occur at sites located in the Continental United States (CONUS) All Offerors must be able to work throughout CONUS. The NAICS for this acquisition is 541614, Process, Physical Distribution, and Logistics Consulting Services with a corresponding size standard of $7,000,000. Offerors must be able to provide all labor, materials, facilities and equipment for performance of all work identified in individual task orders; be cognizant of all applicable laws, regulations and guidance associated with the work being accomplished, and ensuring that all work activities performed by contractor personnel, sub-contractors and suppliers is executed as required by the applicable laws and regulations.
