- THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. This is a Notice of Intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract will be used to develop and provide upgrades to the Naval Aviation Simulation Model (NASMOD) system at Naval and Marine Corps Air Installations as well as other DoD Facilities. NAVFAC LANT intends to make an award to ATAC Corporation of Sunnyvale, CA. DESCRIPTION OF REQUIREMENT: Develop and provide upgrades to the NASMOD system at Naval and Marine Corps Air Installations as well as other DoD Facilities. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Any inquiries regarding this procurement may be submitted via email to Lisa Sumpter at lisa.sumpter@navy.mil not later than 24 November 2009, 4:00 p.m. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE: In accordance with FAR 6.302-1(a)(2)(ii)(A), these services are considered a follow-on contract for the continued development and upgrades to the NASMOD system. Based on the highly specialized nature of the NASMOD program, it is likely that award to any other source would require extensive effort, resulting in substantial duplication of cost to the Government.
