- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for development of functionally graded Metal Matrix Composites (MMC) for rail gun applications. To meet this requirement NSWCCD intends to negotiate a non-competitive procurement with The Institute for Advanced Technology (IAT), Austin, TX. In 2008 IAT developed a basic model for centrifugal casting of a two material system. NSWCCD seeks to further develop this physics-based numerical model in order to reduce the amount of trial and error involved in the experimental studies, and to establish a predictive capability for guiding process optimization. Award of a firm-fixed price purchase order is anticipated under Simplified Acquisition procedures. This notice of intent is not a request for competitive quotes however all responsible sources submitting quotes within 15 days after date of publication of this synopsis shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
