Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire technical, analytical, administrative and material support services to Air Test and Evaluation Squadron ONE in support of the test mission in the definition, conduct and analysis of structured operational tests and evaluations of all Chief of Naval Operations assigned programs to be tested, at Patuxent River, MD, following the procedures outlined in FAR Part 16.5. This initial solicitation is anticipated to result in an indefinite delivery, indefinite quantity (IDIQ) contract pursuant to FAR 16.5. The resultant solicitation shall include a one-year base period of performance, and contain provisions for four (4) additional, consecutive, twelve (12) month option periods. It is anticipated that a cost plus fixed fee, indefinite delivery indefinite quantity (IDIQ) contract will be awarded as a result of the solicitation. The closing date for receipt of proposals will be established in the solicitation. It is intended to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the solicitation. The source selection will consider the offerors' technical proposal more important than the offerors' Price/Cost Proposal. The applicable North American Industrial Classification System (NAICS) Code and Small business size standard are 541690 and $7M, respectively. Upon its release, the RFP will be made available electronically at www.neco.navy.mil. The Government will not pay for information received. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. Further, contractors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their online representations and certifications application (ORCA) prior to submittal of a proposal.
