- The US Army Corps of Engineers, Portland District, CECT-NWP, 333 SW 1st Avenue, Portland Oregon 97204 intends to issue a two phase Best Value Request for Proposal No. W9127N-10-R-0007. The selected Contractor is to provide services for the Corps of Engineers, Portland District at The Dalles Lock and Dam located on the Columbia River approximately 90 miles east or Portland, Oregon. The contract will require the following work to be provided: removal of existing downstream navigation lock miter gate and fabrication and installation of a new miter gate at The Dalles Navigation lock. The downstream gate is a steel gate weighing approximately 2,000,000 lbs. The new welded steel gate will be fabricated offsite in large sections, transported to The Dalles Navigation lock and installed and spliced together in place. Each leaf of the gate is approximately 106 feet tall, 54 feet wide and up to 7 feet deep and weighs 700,000 pounds. Concrete work will be required in replacement of the pintle with a greaseless pintle bearing. Successful completion of work similar to this type of work is required for this contract. All welding performed on this job is considered Fracture Critical and shall be performed in accordance with AWS D1.5. The Sub-contractor or prime Contractor performing the fabrication and field welding must be Major Steel Bridge Certified with a Fracture Critical Endorsement to perform all welding. The Request for Technical Proposal will be available on or about November 27, 2009. Tentative due date is December 27, 2009. Phase I, all interested parties will be asked to provide technical proposals, the proposals will be evaluated and the top three firms who are considered the most technically qualified will receive the Request for Proposal (RFP), Phase II. This procurement is open to both large and small businesses. The NAICS Code is 237990 and the small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $31 million. The Magnitude of Construction is between $10,000,000.00 and $25,000,000.00. Interested business concerns must be enrolled in the Central Contractor Registry (CCR) at www.ccr.gov to conduct business with the Department of Defense.
