- RECOVERYPre-solicitation notice: This project is funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the action. In addition to the required FAR clauses, the following Recovery specific clauses apply to this solicitation: FAR 52.203-15 Whistleblower Protection, FAR 52.204-11 ARRA Reporting Requirements, FAR 52.225-21 Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials, FAR 52.225-22 Notice of Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials. The National Park Service, Great Smoky Mountains National Park, TN is planning to award a firm-fixed price contract for realignment of Falls Trail at Little River Canyon National Preserve, Alabama. The proposed procurement is designated for full and open competition under the Small Business Competitiveness Demonstration program. NAICS code is 237990. The size standard is $33.5 million Proposed solicitation Issue Date: Request for Proposal (RFP) issued on or about November 18, 2009. The solicitation with specifications, drawings, and wage rates will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov. No hard copies of the solicitation package will be mailed or issued. To receive the solicitation package you must download it from http://ideasec.nbc.gov. Project Title: Realign Falls Trail, Little River Canyon National Preserve, Alabama Description: Realign the Falls Trail located at Little River Canyon National Preserve, Alabama in accordance with Americans with Disabilities Act standards. The current trail is approximately 1,200 LF located on a hillside. The trail winds on a downward slope from a parking area to a waterfall overlook. The current trail does not comply with ADA standards and presents a potential hazard, especially at the bottom of the trail where a concrete slope exists that leads directly to the waterfall. Contractor shall submit drawing as part of the proposal package. Procurement Type: A negotiated firm-fixed price contract with submission of both a technical and a price proposal is anticipated. The government will consider an offeror's technical capability in comparison to its price. Estimated price range: $100,000 to $250,000 Project performance period: Anticipated completion by February 27, 2010.
