Pre-solicitation Notice Pre-Soliciation Notice General Information Document Type: Pre-solicitation Notice / Synopsis Solicitation Number: W9126G-10-R-0013 Posted Date: November 12, 2009 Pre-solicitation must be posted for: 15 days Can post solicitation on: November 30, 2009 Current Response Date: January 4, 2010 Classification Code: Y --- Construction of Structures and Facilities Set Aside: Small Business NAICS Code: 236220 "Commercial & Institutional Building Construction" This is not a solicitation. A solicitation will be issued at a later date. Pre-solicitation/Synopsis Notice: Fire & Military Police Station Fort Bliss, El Paso, Texas CONTRACT INFORMATION: This construction contract will be procured through a one-step best value request for proposal (RFP) process with a Small Business set-aside for competition. This project title is the "Fire / MP Station" at east Fort Bliss, Texas. Construct a Fire Station / Military Police Station / Information Operations Center (IOC). Project will include a fire department training facility, antiterrorism measures, and building information systems. Supporting facilities include utilities; electric service; security lighting; standby generator; fire protection and alarm system; fencing; paving; walks, curbs and gutters; storm drainage; information systems; landscaping and site improvements. Access for the disabled will be provided. Anti-terrorism / force protection (AT / FP) measures will include sitting distances, maintaining appropriate vehicle stand-off distances, security fencing, and anti-vehicular barriers. Heating and air conditioning will be provided by self contained units. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning is estimated at 130 tons. The magnitude of construction is estimated to be between $10 - $15 Million. The RFP is anticipated to be issued on or about 30 November 2009, and offers will be due on or about 4 January 2010. No public bid opening procedures are applicable to this solicitation. This Bid is restricted to competitive Small Businesses. A firm fixed price " Small Business " contract is anticipated to be awarded using "Best Value" evaluation criteria. Anticipated award date is 1 March 2010. Anticipated project completion date is 1 April 2011 and or 380 days after notice to proceed. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y199. The Small Business Size Standard is $33.5 Million. SOURCES SOUGHT SYNOPSIS For Fire/MP Station East Fort Bliss Texas This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, (USACE), Fort Worth District has been tasked to solicit FOR and award a contract for the construction of a Fire Station / Military Police Station / Information Operations Center (IOC) at East Fort Bliss, Texas. The proposed project will be a competitive firm, fixed price type contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Small Business, Section 8(a), Historically Underutilized Business Zones, (HUB Zone), Service Disabled Veteran-Owned Small Business, (SDVOSB), and Historical Black Colleges and Minority Institutions, (HBCU/MI). The Government must insure there is adequate competition among the potential pool of responsible contractors. FULL DESCRIPTION OF THE PROJECT TO INCLUDE: 1. Measurable Unit of Procurement 1 Lot. 2. Planning, Design, Contracting and Construction. 3. Construction Range: $10 Million to $25 Million. 4. NAICS CODE: 236220. 5. SB Size Standard: $33.5 Million 6. FSC: Y199 7. Statement: Under FAR 52.219-14 Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials with its own employees. Prior Government contract work is not required for submitting a response under this source sought synopsis however, all construction performance must be in compliance the USACE Safety and Health Requirements Manual, (EM 385-1-1), and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. Award will be based on overall Best Value to the Government. Anticipated solicitation issuance date is on or about 27 November 09 and the estimated proposal due date is on or about 31 December 09. The official synopsis will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firms response to this synopsis shall be limited to five pages and shall include the following information: 1. Firms name, address, point of contact, phone number and email address. 2. Firms interest in bidding on the solicitation when it is issued. 3. Firms capability to meet design personnel requirements. 4. Firms capability to perform a contract of this magnitude and complexity. Include the firms capability to execute design and construction comparable work performed within the past five years. Brief description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of the project provide at least three examples. 5.
