- RECOVERY, R.W. Kastenmeier Federal Courthouse High Performance Green Building Modifications, Madison Wisconsin. ***NOTICE*** THE AMENDMENT POSTED 11/10/2009 CONTAINS A DOCUMENT THAT DOES NOT PERTAIN TO THIS RFQ. PLEASE DISREGARD THIS POSTED ITEM, A REVISED AMENDMENT WILL BE POSTED TO SUPERCEDE THIS DOCUMENT. This procurement is funded by the American Recovery and Reinvestment Act of 2009. Scope of work consists of all management, supervision, labor, materials, supplies and equipment necessary to perform work to further the goal of transforming the Robert W. Kastenmeier United States Courthouse in Madison, Wisconsin, into a High Performance Green Building. This work will cover multiple trades and specialties, and will include replacement of the roof and installation of a photo-voltaic solar array on the roof of the building. The scope may include construction or alteration to achieve additional Energy Conservation Measures within the property. These may include replacement of doors, lighting improvements, lavatory water fixture replacement, or other projects to conserve energy. The procurement will be solicited as a base-bid for a firm fixed price for the portion of the work comprising the photo-voltaic solar array installation and roof replacement, for which plans and drawings will be provided at the time of solicitation. Any additional energy conservation measures will be solicited as options to the contract and not-to-exceed prices will be requested based on provided scope or drawings. This is a full and open procurement and is open to all business concerns. Small business concerns, including HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged and women-owned businesses are encouraged to submit proposals. The North American Industrial Classification System (NAICS) Code is 236220 with a size standard of $33.5 million. This is a negotiated best value procurement and will be procured in accordance with FAR Part 15. Per FAR 36.204 the estimated magnitude of the project is between $500,000and $1,000,000. Best value method will be used to determine awardees. Evaluation factors will consist of Past Performance, Total Evaluated Price and Go/No-Go Factors. The Go/No-Go factors may include, but are not limited to, experience in roof replacement and experience in photo-voltaic array installation and experience in subcontracting and will be detailed further in the full solicitation. The solicitation will be posted on or about October 25, 2009. Proposals are due to the office of the Contracting Officer no earlier than 30 days following the full posting. A pre-proposal conference and walk-through will be held for this project at a date to be determined. The date of the pre-proposal conference and walkthrough may be set prior to issuance of the solicitation, in which event this presolicitiaton notice will be updated to include that information. Solicitation documents will be posted to the web via FedBizOpps (www.fbo.gov). FedBizOpps provides secure access to acquisition-related information, synopsis, pre-solicitation notices and amendments. FedBizOpps is fully integrated with other electronic government initiatives including the Central Contractor Registration (www.CCR.gov) database, and is available for use by all Federal agencies. Registration in both CCR and the FedBizOpps website is required in order to download solicitation documents and is used to validate vendor identity. Lack of registration in these systems will make an offeror ineligible to download the solicitation and ineligible for the award.
