- 1. The US Army Garrison Directorate of Installation Safety has been tasked to conduct a comprehensive, advanced training program tailored towards improving the riding skills of military personnel in real life scenarios. The program shall cover all aspects of speed and directional challenges of steering, braking, throttle control, turn entry/exit, visual control, and lean angle control. 2. OBJECTIVE AND SCOPE Provide advanced motorcycle operator training for active duty military personnel and Department of Defense (DoD) civilian personnel assigned to US Army Garrison Hawaii installations. 3. REQUIREMENTS Contractor shall provide advanced motorcycle operator training in the areas of braking, throttle control, turn entry/exit, visual control, lean angle, and the speed and directional challenges of steering. 3.1 Conduct the following drills/exercises that are instructed by certified coaches and executed for all students -Low Speed Steering Drills (15-30 MPH) -High Speed Steering Drills (40-60 MPH) -Braking Test (40, 50, 60 MPH) -Braking Form -Motorcycle Control Drills -Throttle Control Drills -Rider Input Drills -Line Selection Drills -Corner Entry Visual Drills -Turn Entry -Turn Exit 3.2 Provide at a minimum, three certified instructors to teach a class size no larger than 30 students. Instructor-to-student ratio during each exercise shall be no less that one instructor per six to ten students. 3.3 Possess the ability to provide one-on-one training to students who need additional coaching to master the required drills/exercises. 3.4 Complete after-action reports on each training session within 15 business days of course completion. After-action reports shall include drill results broken down into initial results and results after coaching and a list of discrepancies identified by the instructor or mechanic doing the motorcycle pre-ride inspections. 3.5 The training shall be conducted on a mutually agreed upon schedule totaling no more than 30 hours per training event over a three-day period. Contractor shall create a curriculum and method of training based on paragraph 3.1and receive concurrence from the COR. Each training event will be two days long with a third day scheduled for staff training and preparation and conducted on the flight lines of Wheeler AAF or other areas as deemed suitable for training. Each event will consist of 4 half-day sessions of no more than 30 students. 3.6 Training shall be scheduled any day of the week, not including federal holidays. 3.7 Provide any teaching aids to be used by students. 3.8 Must provide a qualified instructor or mechanic able to inspect each students motorcycle prior to operation in the course events. Inspection areas should include tire wear, tire pressure, chain tension, suspension, brakes, throttle, clutch, steering, cables, and electrical system. The instructor or mechanic should be able to trouble shoot problems and fix minor issues to allow students to continue training. Motorcycles that cannot be repaired to a safe level will not be allowed to continue training. Student would be responsible for any parts required to repair the motorcycle.
