- Map to Prebid Meeting Security instructions for attending the prebid meeting Service Contract Act Wage Determination FAR Clause 52.212-5 Special Contract Requirements for projects on the Savannah River Site Statement of Work COMBINED SYNOPSIS/SOLICITATION RECOVERY - Midstory and Hazardous Fuels Reduction on the SAVANNAH RIVER FOREST STATION in South Carolina (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-10-0129. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 115310, Support Activities for Forestry. The small business size standard is $17.5 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: Reduce midstory vegetation and fuel loads on the SAVANNAH RIVER SITE by severing vegetation and grinding downed vegetation with appropriate equipment in accordance with the attached statement of work. NOTE: Amount of work awarded will depend on price offered and funds available. The Forest Service estimates between 100 and 1000 acres of work. Actual work awarded will be detemined by offers received and funds available. (VI) Detailed description of requirements is included in attached statement of work. A prebid meeting is scheduled for 10:00 A.M. December 2, 2009, at the Savannah River Site near New Ellenton, SC. SEE ATTACHMENTS for map to location of prebid meeting and special security instructions for steps to be taken prior to attending prebid meeting. (VII) Date(s) and place(s) of delivery and acceptance: Savannah River Site, New Ellenton, SC. Period of Performance is between January 1 and February 28, 2010 when work will be stopped. Work may begin again on June 30, 2010 for a total contract time of 12 months. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit references including contact name and number for similar work completed as well as a description of the equipment intended for use on this project. Include Make, Model, and Year as appropriate. (IX) Offers will be evaluated on their past performance, their technical capability to successfully complete this project, and the price quoted. The combination of experience with similar work and the type of equipment offered will determine technical capability. The capacity to complete the greatest number of acres prior to February 28 shut down will be considered and can be demonstrated by the number of machines and operators offered. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at http://orca.bpn.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 21, 20, 22, 23, and 39. The following clauses under subparagraph (c) apply: 1 This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (XIII) NOTICE: The Savannah River Site (SRS) is a restricted access Government facility. All non-U.S. citizens will be required to obtain prior approval before coming on the SRS. This process could take 30 days to complete. See “Special Contract Requirements” attached. (XIV) Quotes are required to be received in the contracting office no later than 4:00 P.M. EST on December 11, 2009. All quotes must be faxed or emailed to the attention of Christy Smith. Quotes may be on the vendor’s letterhead and should state (1) the price per acre for this work estimated on a MINIMUM OF 100 acres. (Bidders may elect to provide tiered pricing where a quote shows a price for a specified number of acres and a second price for the acres that exceeds the number of acres previously specified by the bidder.) (2) Estimated daily production rate in acres, (3) the number of acres that will be completed prior to March 1, 2010 if permitted to begin on January 4, 2010.
