- Description
- Provide Professional Architectural Engineering Design services for the Upgrade Electrical Distribution & Generator Phase III, Project 585-09-112 at the Oscar G. Johnson VA Medical Center, Iron Mountain, Michigan. The A/E shall provide all necessary professional services to perform planning and design of the systems for the project. The A/E is responsible and liable for the professional design in accordance with the contract, good engineering practices, VA standards, VA project-specific requirements if any, and applicable codes. Profession engineer services to prepare the analysis, design, calculations, construction documents, specifications, cost estimates, construction period services, site visits, commissioning and as-built drawings are part of the scope of work. The A/E shall coordinate requirements with the local utility. The project will include the modifications to the electrical distribution system for the Life Safety, Equipment, and critical electrical panel load distribution serving critical care areas; the identification of cloth wiring within Building 1 and the design of new wire installation and runs; design new on site 13.8 kV generator set for back up of the two new 13.8 kV generators. Installation of additional conductors, switches, transfer switch, generator, and correction of code violations will be part of this project. The A/E will provide studies and cost analysis of potential options and make recommendations to the VA as part of the project. The A/E shall incorporate the sustainability goals outlined in the Federal Mandates with the appropriate LEED strategy and energy conservation guidelines in accordance with Energy Policy Act (EPACT 2005). Estimated construction cost is between 2,000,000 - 5,000,000. Area of consideration is restricted to 275 driving miles of the VA Medical Center at Iron Mountain, MI. Submit two (2) copies of SF 330 with appropriate documentation by close of business December 15, 2009. Selection criteria will be based on: (1) specialized experience and technical competence of the firm (including a joint venture or association) with the type of design required, (2) specific experience and qualifications of personnel proposed for assignment to the project, (3) Professional capacity of the firm in the designated geographic area of the project to perform work, (4) Past record of performance on contracts with the Department of Veterans Affairs, (5) Geographic location and facilities of the working office(s), (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design and (7) Construction cost control effectiveness.
