- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1 (b) sole source with NEU-ION INC. 7200 Rutherford RD STE 100 Baltimore MD 21244-2704 for pretreatment replacement and repair of an Animal Watering RO system. NEU-ION INC. is a small business. The services are commerical as defined in FAR part 2. The total contracted dollar amount will not exceed the Simplified Acquisition Threshold. The North American Classification System Code is 811310. Again, this is a NOTICE OF INTENT and no solicitation document exist for this notice. The Government will not be responsible for any cost incurred in proposl preparation. The Governement intends to issue a firm-fixed price purchase order with NEU-ION INC. after the expiration of this notice. This is an urgent request as the watering system is no longer functioning at tis time. For over ten years the building 49 has been equipped with a Reverse Osmosis (RO) enabled watering system with a major portion of the system providing RO water to the Animal Facility. At the present time the building 49 RO system has become antiquated and a number of key components need to be repaired and or replaced. The building 49 CAF's portion of the RO water system has become contaminated with bacteria and has been taken off line since October 2009. The system delivers the drinking water for the animals in our care. The system is critical to the overall health of our animals, the research mission of our customers and our Labortory Animal care and Use accreditation status. It is imperative that the system is repaired as soon as possible. The contractor shall: Furnish and install one GE Water E4-2200DLX Reverse Osmosis Machine Furnish and install one 1000 gallon, cone bottom, closed top storage tank w/painted steel stand Furnish and stall 2 inch piping over from the drain Relocate the animal watering system return loop to the new tank Furnish and install overflow Furnish and install rigid piping All materials and piping included All haning material, piping supports included Freight included delivery included Training of new equipment included Disinfection & Sanitization of the new equipment and the watering loop w/minncare disinfectant included Questions or issues requiring clarification should be referred only to Aleise Roberts, Contract Specialist, and must be submitted in writing by e-mail to Aleiser@od.nih.gov by 1:00 PM November17, 2009 local prevailing time.
