- Seed for fire rehab - San Juan National Forest - Southwest Colorado Seed mix and pounds of seed needed are shown in Attachment 1. Seed testing - the most recent seed test results (for germination, purity and noxious weeds) from a certified seed laboratory for the species listed in Attachment 1 will be submitted along with the quote. The seed must be certified to contain none of the species on the Colorado Prohibited List, and not over the limited amounts of species on the Colorado Restricted list. Before purchasing, all requested seed will be tested again. The best value seed company, determined by seed test results, delivery date and price, will arrange for the seed to be sampled for testing at the location of the seed company, by a person who is experienced and knowledgeable about the sampling procedure. Sampling will be done in accordance to that outlined in the Colorado Seed Act. The sample will then be delivered by the sampler to the Colorado State Seed Lab within 2 days of sampling, where it will be tested for purity, noxious weeds, and germination using a TZ test. Address of the seed lab is: Colorado State Seed Lab Plant Science Building Colorado State University Fort Collins, CO 80523 Seed Testing Results - Colorado Seed Lab test results will be provided to Contracting Officer Joe Milburn, Fax 970-385-1243 by the Seed Testing Lab as soon as they are available. If seed testing results meet or exceed the desired PLS rating and weed requirements, the Contracting Officer will issue a Purchase Order to the contractor. If the seed does not pass the Seed Lab tests, the Contracting Officer will contact the contractor who represents the next best value contractor. Mixing and labeling - Following approval of seed test results, the seed will be thoroughly and uniformly mixed according to the seed mix listed in Attachment 1, and packaged in 50 pound bags. A label will be attached to each bag of seed with all the appropriate information (seed mix, pounds of individual seed/acre, test date, test results and lot number). Delivery - The seed company is responsible for delivering seed by the date they propose. It is anticipated the seed will be delivered to either the Cortez, Colorado Airport, or in the Dove Creek, Colorado area. This solictation is being advertised as a Commercial Item / RFQ. This solicitation is set aside for Small Business concerns. The small business size standard is 100 employees. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5 are part of this solicitation. Evaluation Factors for this solicitation are : Seed test result, time needed for delivery, and price.
