- PHASE II: NOTE: EVALUATION OF PHASE I HAS CONCLUDED. CONTRACTORS WHO WISHED TO BE CONSIDERED FOR PHASE II MUST HAVE SUBMITTED A TECHNICAL PROPOSAL DURING PHASE I OF THE PROCUREMENT PROCESS. ANY CONTRACTOR WHO HAS FAILED TO SUBMIT A TIMELY TECHNICAL PROPOSAL (SEPTEMBER 25, 2009) WILL RESULT IN EXCLUSION OF A PROPOSAL FROM FURTHER CONSIDERATION IN PHASE II. The responsible contractor selected for this project will be required to perform the following construction services for the replacement of the chiller, boiler, and lighting systems at the Centers for Medicare and Medicaid Services (CMS) Complex in Woodlawn, Maryland in support of the American Recovery and Reinvestment Act to modernize our Federal Building with energy efficient technologies. This project will replace the following: 1) The demolition of two data center chillers, three general house chillers and the ice storage system; the installation of two (2) new data center centrifugal chillers, and four (4) general house centrifugal chillers. 2) The demolition and replacement of two (2) 300 HP dual fuel boilers with three (3) 150 HP dual fuel boilers. 3) The replacement of approximately, 9,500 2’x2’ recessed lighting fixtures throughout the campus. Award will be a firm fixed price (FFP) contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. For this procurement, GSA will utilize a two phase selection process. Phase I invited potential offerors to submit information, which included past performance and key personnel. After evaluation, the technical advisory board established an advisory short list and invited those offerors to participate in Phase II; however, any offeror that submitted a technical proposal will not be precluded. Phase II shall request technical proposals, which shall include a detailed project management plan, based on the issued construction bid documents and additional technical requirements. This phase shall also require the submission of the offerors price proposals, which shall not be evaluated until the technical recommendation has been submitted to the Source Selection Authority. Discussions may be conducted in this step, however it should be noted that a selection and award may be made without discussions. The NAICS code applicable to this project is 238220. The construction range for this project is estimated between $5,000,000 and $10,000,000. This unrestricted procurement is being conducted under full and open competitive provisions in accordance with the Small Business Competitiveness Demonstration Program. A pre-proposal conference will be held on or about November 2, 2009 at 10:30 am EST at the Centers for Medicare and Medicaid Services (CMS) located on 7500 Security Boulevard, Woodlawn, Maryland 21244.
