Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. This solicitation is a total small business set-aside, NAICS 423860, with a small business size standard of 100 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all specifications as shown. Gateway National Recreation Area intends to purchase anchors, chains and U.S. Coast Guard approved marking buoys meeting 4CFR-USCG,4th class Ionomer foam: "CAN", and radar reflective buoys. The purpose of the buoys is to establish a security zone around the perimeters of Liberty Island and Ellis Island that can be visually seen by recreational boaters and commercial vessels, so an established security zone is met to insure protection to the Statue of Liberty and Ellis Island Immigration Museum and its Visitors. Selection will be based on price technically acceptable. Price must include delivery charges. Documents to be included in quote: Detailed item description, detailed specifications and prices. The deadline for receipt of quotes is November 23, 2009, at 5:00 pm. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above. Prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact. In order to receive the award, vendor must be registered at http://www.ccr.gov, must be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN). Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. Please submit all questions by email to roselyn_sessoms@nps.gov. Line 1- The contractor shall supply (15) 4th Class Ionomer Foam "CAN" buoys meeting 4CFR-USCG criteria. The buoy style shall be "CAN", 36 inch height, 24 inch diameter on a 40 inch diameter by 18 inch thick hull, with a servicing lifting ring on the upper portion of the unit. There shall be a steel mooring eye on the lower section of the buoy to attach the anchoring assembly. The buoy shall be supplied with radar reflectors and signage meeting 4CFR stating," RESTRICTED AREA" The anchors shall be pyramid style cast iron anchors weight 135 pounds each and necessary hardware chain, shackles and swivels to anchor buoys in 35 foot water depth, current running up to 6 knots and winter river ice conditions, include shipping charges to National Park Service, Ellis Island Receiving, Jersey City NJ 07305. Line Item 2 - Anchor Description:(15) Pyramid shape not less than 135 pounds, size is irrelevant, with a fastening ring on widest end. Anchor shall be made from cast iron. (1) Pyramid shape not less than 500 pounds, size is irrelevant, with a fastening ring on widest end. Anchor shall be made from cast iron. Line Item 3- Chain Description:Total of (15) setups as described below are required.All chains shall be galvanized, bottom chain links shall be a minimum of 5/8" diameter and shall be 35 feet in total length, and top chain shall be " diameter and shall be 35 feet in length. Line Item 4 - Chain Fasteners:There shall be galvanized 5/8" diameter shackle connecting the bottom chain to each anchor, and a galvanized 5/8" shackle connecting the two chains together. There shall be a " galvanized swivel for connecting the top chain to a buoy. There shall be a galvanized 5/8" shackle connecting the top chain to the top swivel this shall be connected to the buoy with a " diameter x 4" in length galvanized shackle.
