- NOTICE OF INTENT -- Notification is provided of the intention of the U.S. Army / Engineer Research and Development Center (ERDC) / Cold Regions Research and Engineering Laboratory (CRREL) to issue one sole source award for a firm fixed priced simplified acquisition procurement purchase order to MetOcean Data Systems Limited located in Dartmouth, Nova Scotia, Canada under the authority of 10 U.S.C. 2304(c)(1). This order is to purchase a quantity of six (6) ice mass balance buoys. Salient characteristics: (1) Must be able monitor changes in thickness of ice cover with an accuracy of 5 cm; (2) Must be able to delineate whether changes in thickness of ice cover occur at top or bottom of ice sheet; (3) Must be able to operate autonomously for up to 3 years; (4) Must be able to operate unattended for life of the instrument; (5) Must be able to transmit data via satellite, as there is no expectation that instrument will be recovered once deployed; (6) Must be able to record, store and transmit a full suite of data every 4 hrs; (7) Must be designed for ease of installation, expecting that personnel unfamiliar with instrument will be conducting deployment; (8) Operating temperature down to -50C; (9) Must be light enough to be installed by 2 persons, with no ancillary equipment (e.g. winch, tripod, etc.); (10) Must be able to record and report air temperatures with an accuracy of 0.1C and barometer measures sea level pressure, with an accuracy of 0.1 hPA; and (11) Must be able to record data continuously w/ GPS-accurate time stamps and user-selectable file sizes.
