Description
This announcement is a Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.The Federal Aviation Administration (FAA) is seeking information from Service-Disabled Veteran-Owned small businesses that have the capabilities to integrate and test various MALSR system components in advance of their installation in the field. The intent of this market survey is to initiate industry involvement and determine the level of interest prior to the release of a formal SIR. This market survey will also assist the FAA to identify the businesses who currently have the potential to purchase MALSR components from existing MALSR manufacturers, and integrate them in the company's facility in accordance with government furnished documents. The MALSR system consists of one(1)Main Control Cabinets, (1) 15KVA power transformer, Sequenced Flasher units consisting of five (5) Individual Control Cabinets (ICC) and five(5) Flasher Lamps in PAR-56 Lamp Holders, five (5) Junction Boxes, 18 threshold lamps mounted in PAR-56 lampholders and 45 steady burning lamps mounted in PAR-38 lampholders, and ancillary items. Vendor Requirements: Interested parties will be responsible to conduct a system level Production Acceptance Test (PAT), create PAT test reports and package the components for shipment to the FAA Depot. Interested parties will have the requisite floor space, personnel, hand tools, and electronic test equipment to integrate, test, and ship at least two (2) systems per month. The total number of MALSR systems to be integrated and tested is anticipated to be 70 to 100 over a 3 to 4 year period. Interested parties will have to have the capability to handle accounts receivable and accounts payable to conduct the financial management of this effort. Interested parties should have a requisite amount of the following personnel with experience in system integration and testing preferably on approach or airport lighting systems; Program Manager Electrical Engineer Electronic Technician Assembler Solderer Quality Assurance Configuration Manager Packing and Packaging Department Interested parties will furnish cables of various wire gauges and connectors along with coaxial cables. Test equipment will include digital multimeters, digital oscilloscopes, current probes, and equipment for high potential dielectric testing. Interested parties will have the capability to provide 240/120 three-wire electrical service of 100 Amps to the MALSR system. All test equipment will have current calibrations traceable to NIST. Interested parties will have in place a configuration management system and quality assurance to assure proper material and handling processes. The FAA anticipates a formal SIR release in the near future. The NACIS code is 541990, All Other Professional, Scientific and Technical Services, size standard $6.5 million. All interested parties responding to this market survey must comply with the FAA Acquisition Management System (AMS) clause 3.6.4-2, Buy American Act - Supplies. Vendors must submit a traceability matrix to requirements outlined above that indicate how the requirements will be met.Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked. Proprietary information/data may be submitted and will be handled according to FAA procedures. Individual company responses will not be disclosed to other vendors. Any information provided under this request for comments is for informational purposes only and will not be released to the public.Only interested parties who can comply with and meet all requirements called out in this market survey should respond. All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for comments. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense.Failure to respond to this request will not result in exclusion from any future competition.All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used. Responses mustbe received no later than 1:30 PM local time 4 December 2009. Submittals should be no more than 5, one-sided pages.
