Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to construct the following POL Fueling Projects at Eglin, AFB.: Construct two JP-8 truck fillstands adjacent to 33 Flying Wing Aircraft Parking Ramp. Construct JP-8 Type IV hydrant fueling system capable of simultaneously servicing four aircraft hot pit refueling sites complete with a standard Type IV pump-house with pumps and filter separators. The system will be connected to the existing bulk storage tanks and transfer lines. The existing fuel pump house (Bldg 1304) will be demolished in this project. Construct a single-story sprinkler equipped facility consisting of concrete foundation, split-faced concrete block over steel frame and sloped standing seam metal roof. Building will provide support to 22 R-11 aircraft refueler tankers and associated personnel. Upgrade two existing 1M gallon JP-8 bulk tanks to include tanker truck receipt and R-11 refueling vehicle load capability. The projects will comply with DoD antiterrorism/force protection requirements per the Unified Facility The cost of construction will not exceed $28,700,000. Proposed construction duration of 540 calendar days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $33.5M. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope, describing no more than five (5) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR E-MAIL. ALL RESPONSES MUST BE MAILED to: U.S. Army Engineer District Mobile, Attn: CT-C/Kelly Hallstrom, P.O. Box 2288, Mobile, AL 36628. Submittals are due no later than December 2, 2009. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
