Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This requirement is a 100% small business set aside. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/ ) and uploaded onto FEDBIZOPPS. The RFQ number is N00189-10-R-SLTH. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-22 and DFARS Change Notice 20060123. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and is http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code 442210 and the Small Business Standard is $7.0 Million. This is a small business set-aside competitive action. Award of this solicitation will be based on and price and responsible quoter. The Government reserves the right to award to other than the lowest quoter. The following is required: The anticipated contract type is a firm-fixed-price for the purpose of purchasing and installing carpet, removal and disposal of existing carpet, removal and replacement of all stand alone furniture and modular walls: 1. The location for the delivery and installation of the carpet is the Chief of Naval Operations, 2000 Navy Pentagon, Washington, DC 20350-2000, rooms BE922 & 4d453 2. Each vendor submitting a quote will be granted a one-hour pre-quote site visit, 1 Person Only Per Vendor, for the purpose measuring each space and to provide carpet samples to the Government. Site visits will be conducted on November 24th, 25th and 27th. 3. Vendors will coordinate site visits with Frank Bajowski at 703-693-0193 or Kelley McGrath 703-697-5162. 4. The required carpet for rooms BE922 and 4D453 is Berber tile or high traffic tile, stain treated, lifetime warranty, ocean blue or equivalent in color, 24x24 inch tile squares, 1/10 depth, 100% nylon, grade A commercial, textured loop pile construction, weight of 22oz/SQ YD and synthetic / ecoworx backing. Room BE922 is approximately 796 SQYDS and Room 4D453 is approximately 800 SQYDS. 5. The required installation date is TBD and the maximum period of time allowed for installation is one week for each room. 6. Special Instructions; there are a total of four executive spaces with executive furniture; 7 enclosed Captain Offices with workstation furniture/ two conference rooms with two large tables and one computer lab with four workstations. 7. The vendor is responsible for delivery, installation, providing all equipment, fittings, materials, and personnel necessary to transport and install carpet without Government assistance, removal and disposal of existing carpet in accordance with existing federal, state and local regulations, clean and preparing the floor for carpet installation, disassemble removal and replacement of furniture and modular wall spaces. All furniture and modular wall spaces shall be in the same condition and placed in the original location immediately following completion of work. Each quoter shall submit their quote in three line items: 0001 carpet and related material: 0002 removal and disposition of old carpet and related materials: 0003 removal and replacement of furniture and modular office spaces. A Firm Fixed Price type contract will be issued as a result of this solicitation. Responsibility and Inspection: Unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - ! Commercial Items. Quoters shall include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. 252.232-7003 Electronic Submission of Payment Requests, FAR 5252.232-9004 Wide Area Work Flow will be utilized for payment under this contract.
