Description
The Naval Air Warfare Center, Aircraft Division, Lakehurst, NJ intends to enter into negotiations with Lockheed Martin Simulation, Training and Support, Orlando, FL to establish a Basic Agreement for the furnishing of interim Performance Based Logistics (PBL) services in support of the LM STAR Automatic Test Equipment (ATE). The PBL will provide service for customers using the LM STAR Tester in support of their aircraft. Primary customer will be the F-35 aircraft. However, other customers including F-22 and FMS customers will be permitted to use the PBL. PBL service will include furnishing repaired LM STAR assets with a guaranteed response turn around time, providing station support with a guaranteed station availability, providing complete obsolescence, reliability and configuration management support for the tester as well as installation and de-installation services. The period of performance is estimated to be 1 July 2010 through the end of LRIP lots. The Government anticipates a firm fixed price proposal. The Government intends to procure these services under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1. The Government does not own the data, drawings, or specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
