- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Fleet and Industrial Supply Center Norfolk Contracting, Philadelphia Office (FISCN) intends to negotiate a firm fixed price contract, on a sole source basis, with LRP Publications for 12 month subscription to CyberFeds, web-based library for information systems tool to be used by the Office of Civilian Human Resources for official business.
